IEC 63080:2017(E) contains a list of currently used terminology to describe accessibility and terms that writers of standards need when writing and designing International Standards. It is important to standardize and define a recognized list of the terms already used and in existing ITU Recommendations and Resolutions, along with those in the UN Convention on the Rights of Persons with Disabilities (UNCRPD). Without such a list, there could be confusion not only on the part of writers and implementers of standards, but also by the public at large. It is also important to eliminate terminology that is no longer used, offensive, and demeaning to persons with disabilities (PWD) and others.

IEC 62656-5:2017 specifies a method for representing activities and relations among the activities by a tabular ontology representation, called “parcellized activity model” or PAM for short, which is a specialized use of a generic tabular ontology data model, known as the parcellized ontology model (POM) defined in Part 1 of the IEC 62656 series. The activities that can be described by this document include part or whole of an enterprise, an organization or a collection of services, a set of events or processes which interact with each other by exchanging physical or non-physical entities. This part of IEC 62656 also defines a method for uniquely identifying activities, or their homologues happenings in a certain sequence. In addition, this document identifies flows of information, objects or materials exchanged among activities, where each of the activities is represented by a class and each flow by a relation.

This part of IEC 62656 provides an application guide for the data parcels specified in IEC 62656-1 and used for the definition of a domain data dictionary that may be imported from and exported to the IEC common data dictionary, or IEC CDD for short, maintained as the IEC 61360-4 database [1]. This part of IEC 62656 provides instructions for the interpretation and use of the technical specification defined in IEC 62656-1 within a software application, to avoid misuse of the data constructs available in IEC 62656-1. This application guide contains the following items: • principal information for implementing data parcels for data dictionaries from/to the IEC CDD, • typical examples of how to implement typical features on data parcels, • extension of conformance classes for implementation of parcel-based systems to import/export data parcels from/to the IEC CDD. The following items are outside the scope of this part of IEC 62656: • procedures for building IEC 61360 compliant domain data dictionaries, • semantics of a standard data dictionary itself, • theoretical explanation of the logical structure of data parcels, which is considered in IEC 62656-1, • interface for the common information model (IEC 61970-301 [2]), which is considered in IEC 62656-3 [3].

This part of IEC 62656 specifies an interface between IEC 62656 series and meta-model for CIM originally defined in IEC 61968 and IEC 61970 series of standards. The current CIM includes IEC 62325 series and the interface specified in this part of IEC 62656 also applies to the model defined in IEC 62325-301:2014. More specifically, this standard defines a formal mapping between the IEC 62656 and meta-model for CIM in order to import the CIM ontology into the IEC CDD, and to ensure the interoperability of ontologies of two standards, or even among a wider spectrum of standards. For the basis of the mapping from CIM to the data model defined in IEC 62656-1, the UML representation of CIM is referenced. As a result of the interface specification available from this part of IEC 62656, the smart grid ontology defined in CIM becomes accessible and interoperable in the midst of ontology pieces originating in other ontology standards, encompassing material, environmental, and mechanical, and logistic domains of information. In addition, the specification may also cover the lifecycle of products. This part of IEC 62656 also defines methods for transforming the IEC CDD content into the format defined in IEC 61968 and IEC 61970 series. However, this standard does not intend any standardization of the elements defined in IEC CDD as part of the CIM ontology, for all the definitions of IEC CDD are already part of an acknowledged horizontal International Standard known as IEC 61360-4-DB. Rather it makes the pieces of information stored in IEC CDD available for further standardization or customization in power electric domains or more specific user communities as a basic resource, in particular for the purpose of extending the CIM series of standards. The data model of this part is based on IEC 62656-1 which specifies the logical structure for a data parcel, or just simply “parcel,” that is a short name for the medium of registering or transferring of product ontology. Such a parcel may be typically implemented in a leaf of a spreadsheet. The data model built on a set of parcels is called “parcellized ontology model”, which is often abbreviated as “POM” in the remainder of this document. This part of IEC 62656 specifies: • the mapping rules and principles for importing CIM UML objects into POM; • the syntactic and semantic requirements on the parcellized CIM objects; • the piecewise version control mechanism in POM for the parcellized CIM objects. The following items are outside the scope of this part of IEC 62656: • definition of the interface between CIM UML and CIM RDF; • specification of syntactic and semantic requirements on CIM UML; • specification of syntactic and semantic requirements on CIM RDF.

This part of IEC 62656 specifies the logical structure for a set of spreadsheets, used as “data parcels”, to define, transfer and register product ontologies. Such ontology descriptions in other literatures or disciplines are sometimes called “reference dictionaries”. Thus the logical data structure described in this standard is named “Parcellized Ontology Model” or “POM” for short, and each vehicle of transport of the model is called a “parcel”, and may be used for definition, transfer, and registering of a reference dictionary as a collection of metadata, or for similar purposes for instances belonging to a certain class of the reference dictionary. Moreover, this ontology model allows for modelling or modifying an ontology model per se as a set of instance data, thus it enables an ontology model to evolve over time. This part of IEC 62656 also includes a standard mapping between the meta-data of dictionary parcels in the spreadsheet format conforming to this standard and the meta-data represented in IEC 61360-2 compliant EXPRESS model for dictionary exchange. It is assumed that a tool supporting this part of IEC 62656 may read and write a set of spreadsheet data whose semantics and syntax are defined in this part of standard, where the physical file structure of the spreadsheets may be based on the CSV (Comma Separated Values) format, typically used in a commercial spreadsheet application, or any other tabular formats including XML schema compatible or convertible to the CSV format. The spreadsheet interface structure defined in this part of IEC 62656 contains the following: – Definition and specification of the logical structure and layout of the spreadsheet interface for definition, transfer, and registering of a reference dictionary; – Definition and specification of library instance data belonging to a class of a reference dictionary described by a set of spreadsheets conformant to this part of IEC 62656; – Definition and specification of the meta dictionary that enables the definition and transfer of a reference dictionary as a set of instance data conforming to the meta dictionary; – Definition and specification of the meta-model as data that enables the definition and transfer of a reference dictionary as a set of instance data conforming to the meta-metadictionary – Specification of the mapping between the dictionary data expressed in the spreadsheet format and the EXPRESS model specified by IEC 61360-2/ISO 13584-42 (with some elements of ISO 13584-25); – Description of the basic semantic mapping between the dictionary data expressed in the spreadsheet formats defined in this part of IEC 62656 and that of DIN 4002. The following items are outside the scope of this part of IEC 62656: – Explanation of the CSV format per se, used in spreadsheet applications; – Presentation of the data parcels conformant to this part of IEC 62656, such as colouring and sizing of the spreadsheets; – Specification of the dictionary EXPRESS model conformant to IEC 61360 or ISO 13584 series of standards; – Normative definition of the mappings between an IEC 61360-ISO 13584 compliant dictionary and another that is based upon a standard other than IEC 61360-ISO 13584; – Specification of the maintenance procedure of this part of IEC 62656. This standard is closely related with ISO 13584-35, and developed as a superset or generalisation of the latter. A major difference with the ISO 13584-35 is that this IEC standard enables updates and evolutions in a meta dictionary consisting of meta classes, by which the changes and evolution of an ontology model is realised as an update and modification of the meta dictionary, just by updates and modifications of the instances of the meta-meta dictionary. With this capability, mapping and interfacing with other ontology standards are also facilitated.
