1.1 This practice presents a procedure for calculating and interpreting AHP scores of a project’s/product’s/process’ total overall desirability when making capital investment decisions.3 Projects include design, construction, operation, and disposal of commercial and residential buildings and other engineered structures.4 Products include materials, components, systems, and equipment.5 Processes include procurement, materials management, work flow, fabrication and assembly, quality control, and services. 1.2 In addition to monetary benefits and costs, the procedure allows for the consideration of characteristics or attributes which decision makers regard as important, but which are not readily expressed in monetary terms. Examples of such attributes that pertain to the selection among project/product/ process alternatives are: a construction projects’s building alternatives whose nonmonetary attributes are location/ accessibility, site security, maintainability, quality of the sound and visual environment, and image to the public and occupants; building products based on their economic and environmental performance; and sustainability-related issues for key construction processes that address environmental needs, while considering project safety, cost, and schedule. 1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. 3　术语和定义 DB53/T 713、《中华人民共和国商标法》《地理标志产品保护规定》给出的以及下列术语和定义适用于本文件。 3.1　 牟定腐乳地理标志专用标志 指国家知识产权局发布的，适用在按照DB53/T 713、《牟定腐乳地理标志产品保护管理办法》《牟定腐乳地理标志证明商标管理规则》组织生产的牟定腐乳产品上的官方标志。 3.2　 牟定腐乳地理标志保护范围 指原国家质量监督检验检疫总局依据《地理标志产品保护规定》核准，以2014年第139号公告批准的牟定县共和镇、新桥镇、江坡镇、凤屯镇、安乐乡、戌街乡、蟠猫乡现辖行政区域。 3.3　 牟定腐乳地理标志证明商标持有人 指依照《中华人民共和国商标法》，经国家知识产权局商标局核准注册，持有牟定腐乳地理标志证明商标的牟定县腐乳协会。 3.4　 知识产权管理部门 指地方各级市场监督管理局（知识产权局）。 4　合法使用人 牟定腐乳地理标志专用标志的合法使用人包括下列主体： a）经公告核准使用牟定腐乳地理标志产品专用标志的生产者； b）经公告备案的牟定腐乳证明商标的被许可人； c）经国家知识产权局登记备案的其他使用人。 5　申请使用基本要求 5.1 生产者 申请使用牟定腐乳地理标志专用标志，应满足以下条件： a）依法在牟定腐乳地理标志保护范围内登记注册，并从事牟定腐乳生产； b）按照DB53/T 713规定正常生产经营，并建立有完整、可追溯的产品质量档案； c）近3 y内无重大质量违法行为的。 5.2 其他主体 地方知识产权管理部门、其他机构和社会组织在举办研讨会、展览、展会等公益性活动时可申请使用地理标志专用标志。 6　申请 6.1 牟定腐乳地理标志保护产品  牟定腐乳地理标志保护产品生产者申请使用地理标志专用标志的，应向牟定县知识产权管理部门提出申请，申请材料包括：  ——地理标志保护产品专用标志使用申请书；  ——申请主体营业执照复印件； ——申请主体食品生产许可证复印件； ——县知识产权管理部门出具的产品产自地理标志保护区范围内的证明； ——最近3年法定产品质量检验机构出具的检验报告； ——其他相关证明。 6.2 牟定腐乳地理标志证明商标  经牟定腐乳地理标志证明商标持有人授权，并经公告备案的地理标志证明商标的被许可人申请使用地理标志专用标志的，应向牟定县知识产权管理部门提出申请，申请材料包括：  ——地理标志商标专用标志使用申请表；  ——牟定腐乳地理标志证明商标注册公告或商标注册证复印件；  ——牟定腐乳地理标志证明商标初步审定公告（含公告全部内容）；  ——申请主体所执行的产品标准；  ——牟定腐乳地理标志证明商标使用许可备案公告或商标使用许可备案通知书。  6.3 其他主体 申请主体向省知识产权管理部门提出申请，填写《地理标志专用标志使用登记备案表》。 7　审查  7.1 初审 7.1.1 牟定县知识产权管理部门受理申报材料后，对申请材料进行初审。 7.1.2 初审符合申报要求的，出具初审意见，报上一级知识产权管理部门审核。 7.1.3 初审不符合申报要求的，退回申报材料，书面告知申请主体。 7.2 审核  牟定腐乳地理标志专用标志经国家知识产权局审核通过并发布公告核准后即可使用。  8　使用 8.1 牟定腐乳地理标志下载使用  使用主体凭牟定县知识产权管理部门发放的下载口令在国家知识产权局官方网站下载基本图案矢量图并按《地理标志专用标志使用管理办法（试行）》的规定规范使用。  8.2 标示标注  8.2.1 牟定腐乳地理标志专用标志应采用以下方法进行标示： ——采取直接贴附、刻印、烙印或者编织等方式将地理标志专用标志附着在产品本身、产品包装、容器、标签等上；  ——使用在产品附加标牌、产品说明书、介绍手册等上；  ——使用在广播、电视、公开发行的出版物等媒体上，包括以广告牌、邮寄广告或者其他广告方式为地理标志进行的广告宣传；  ——使用在展览会、博览会上，包括在展览会、博览会上提供的使用地理标志专用标志的印刷品及其他资料；  ——使用于电子商务网站、微信、微信公众号、微博、二维码、手机应用程序等互联网载体上；  ——其他合乎法律法规规定的标示方法。  8.2.2 牟定腐乳地理标志专用标志矢量图应按比例缩放，标注应清晰可识，不应更改专用标志的图案形状、构成、文字字体、图文比例、色值等。  8.2.3 应在牟定腐乳地理标志专用标志的指定位置标注合法使用人的统一社会信用代码。  8.2.4 牟定腐乳地理标志保护产品使用专用标志的，应同时标注地理标志专用标志和地理标志名称“牟定腐乳”，并在产品标签或包装物上标注所执行的地理标志产品标准代号“DB53/T 713”。  8.2.5 牟定腐乳地理标志证明商标使用专用标志的，应同时使用地理标志专用标志和证明商标，并加注商标注册号。  9 管理  9.1 合法使用人应按照DB53/T 713、《牟定腐乳地理标志产品保护管理办法》的规定组织生产经营活动。  9.2 合法使用人应规范使用牟定腐乳地理标志专用标志，充分利用信息化手段，建立专用标志的印刷、发放和使用台账。  9.3 合法使用人应按于当年1月31日前向牟定县知识产权管理部门报送上一年度牟定腐乳地理标志专用标志使用情况。  9.4 牟定腐乳地理标志证明商标合法使用人还应同时向牟定腐乳地理标志证明商标持有人报送上一年度牟定腐乳地理标志专用标志使用情况。  9.3 合法使用人未在地理标志保护产品上使用专用标志时间超过2 y的，由牟定县知识产权管理部门按规定申请注销其牟定腐乳地理标志专用标志使用资格。 9.4 合法使用人在其被委托加工的产品上不得使用地理标志专用标志。
