This Technical Report consists of three parts. The first part defines, describes and explains basic concepts typical to all mail communication systems such as; domains, parties, agents and their role in the system, physical and informational objects, processes, interfaces and relationships. The first part does not cover more detailed technical aspects of the main concepts such as: a detailed description of mail units and sets, their attributes and methods of collection/capture of their values; applications describing specific use of the information describing basic objects by mailers, postal operators and recipients; data elements, data constructs and message descriptions; communication protocols and infrastructure for message transport including transport of messages through a print-scan channel (or paper channel); message security issues related to individual messages: confidentiality and integrity of data, authentication and non-repudiation; printing symbology, physical placement of data elements and symbols, their orientation and dimensions, and inks and print quality. The second part of this Technical Report defines the necessary and sufficient concepts for customer directed information that can be captured by post and made accessible to customers using post-mailer interface.This report explains and describes relationships between these concepts.This report provides a comprehensive list of mail unit attributes that are involved in forming observations and events significant for postal customers.This report describes a methodology suitable for the selection of observation points within postal domain process where information collected in observations is most useful for customers. The report does not cover: applications describing the use of collected event information; messages and protocols; communication infrastructure. The third part of this Technical Report describes: a list of specific events knowledge of which is valuable to postal customers (mail senders and recipients) and could be made available to such customers; underlying mail unit attributes that form corresponding observations; data construct supporting practical access to information collected within postal domain about events, underlying observations and expectations, and in particular information about events, observations and expectations that are valuable to postal customers.This Technical Report also provides an example of application that demonstrates the use of specific events and data constructs.This Technical Report makes use of XML schema in describing relevant data constructs. Actual communication messages can be built from data constructs described inThis report. However,This report does not specify the structure of specific messages, nor does it preclude using mechanisms other than XML schema to describe data constructs.

This European Standard specifies complaints handling principles related to domestic and international postal services. It applies to both national and cross border services. Attention is given to how to handle complaints in multiple operator situations. The standard also gives guidance for compensation and redress procedures. This European Standard may be applied to all types of postal service both Universal service and nonuniversal service and by all types of postal organizations. It defines various types of complaints and establishes a methodology for handling complaints in order to improve the service given to postal users. It also gives guidance for complaints handling processes to be set up by postal service providers in order to improve quality of service. This European Standard provides guidelines beyond the requirements given in ISO 10002 and ISO 9001 in order to consider both the effectiveness and efficiency of a complaint handling process, and consequently the potential for improvement of the performance of an organization. When compared to ISO 9001, the objectives of customer satisfaction and product quality are extended to include the satisfaction of interested parties and the performance of the organization. This European Standard is applicable to the processes of the organization and consequently the quality management principles on which it is based can be deployed throughout the organization. The focus of this European Standard is the achievement of ongoing improvement, measured through the satisfaction of customers and other interested parties. It should be noted that the number of complaints received might not be related to the level of service given. A large number of complaints may on the contrary reflect the effectiveness of the postal operator's complaint handling process. This European Standard consists of guidance and recommendations and is neither intended for certification, regulatory or contractual use, nor as a guide to the implementation of ISO 9001. In Annex I the relationship with the second edition of this European Standard is explained.

BNB-62 encoding is one of two encoding specifications supported byThis Technical Specification for the printing of ID-tags in area R1, the other being BNB-78, which is specified in CEN/TS 15844-2. NOTE 1 Representation in the form of a 4-state code printed on the front of the item is covered in CEN/TS 15844-4 for flats and CEN/TS 15844-5 for small letters. BNB-62 encoding is authorised for use only by three issuers: An Post (Ireland), Canada Post and USPS. It should be encountered, on incoming items, only on mail items which originated in Canada, Ireland or the United States. Other issuers wishing to apply ID-tags in area R1 are required to use the BNB-78 encoding defined in CEN/TS 15844-2. NOTE 2 ID-tags encoded in area R1 are required by article RL 123 of the UPU Letter Post Regulations to be compliant with UPU standard S18-and byThis with the related CEN/TS 15844.This supports only two encodings in area R1, namely BNB-78 as defined in CEN/TS 15844-2 and BNB-62 as defined herein. The latter is authorised for continued use only by the three issuers mentioned above. This Technical Specification defines the information content, structure and possible printed representations of the S18 ID-tag.This is an identifier for individual mail items which: is globally unique; can be applied to any item which is not already ID-tagged by any postal administration (or other issuer) which previously processed the item; NOTE 1 The S18 ID-tag provides a standard means of ID-tagging which can be applied on a world-wide basis, allowing inter-administration mail items to be encoded without risk of disruption of the automated system of the delivery post. It may be applied to any size of item. can be read, with a high degree of reliability, by any postal handling organisation possessing appropriate equipment. NOTE 2 ID-tags are encoded on items using a bar code symbology. As with any other form of bar code, poor quality printing, ink smudging, damage to the item, etc., can result in read errors. The S18 ID-tag encoding specifications incorporate an error protection mechanism to allow detection and correction of a large proportion of such errors. The S18 ID-tag defined inThis Technical Specification may be placed on items so that, in subsequent processing, individual items can be recognised and associated with computer-based information relating to the item concerned. NOTE 3 Items need not be ID-tagged ifThis is not required for processing purposes, though it is anticipated that the use made of ID-tagging will increase. Examples of ID-tag applications are given in Clause 7. Whilst being generally applicable to domestic mail, the specification has been designed to allow the encoding of cross-border mail and to support its application in the automated processing of such mail. NOTE 4 UPU regulations prevent the encoding of information on the bottom 15 mm strip on the front of international letter mail.This Technical Specification has been designed to avoid the possibility of incompatibilities between ID-tag implementations and explicitly allows and encourages the application of S18 ID-tags, in area R1, on the reverse side of items.This will enable exchange of data about the items and use of these data for automated processing. For example, the origin post might send an encoded or video image electronic copy of item delivery address blocks to the delivery post, enabling the latter to more efficiently process received items. Similarly, the delivery post might return time-of-processing data to the origin post, enabling it to monitor delivery service quality more closely. A key purpose of the specification is to allow information about items to be exchanged between postal handling organisations. Such exchange will take place through the electronic communication of messages (e. g. EDI messages), or through the exchange of computer files. NOTE 5 The detailed requirements, content and usage procedures for these messages or files are/will be defined in other standards, which use the S18 ID-tag as the means of associating information with the item concerned.

In applying the European postal directives (97/67/CE and 2002/39/CE), standards regarding the quality of service are to be set and published in relation to the universal services. With the development of the internal market, these standards aim to ensure a better quality of universal services in Europe. In this context, a project team was mandated (mandate M/312) by the European commission to develop a European standard or standards relating to the quality of access to postal services and to the quality of postal delivery. The work item was under the control of CEN technical committee 331. A report was produced by the project team which identified information availability with regard to access and delivery as a priority for standard development. This Technical Specification is intended to provide a measurement methodology to assess information availability using desk research and a Mystery Shopper Approach. The Technical Specification does not intend to impose service commitments. Information is considered to be one of the key steps in accessing postal services and postal users need to have information available on the proposed services as well as the applicable conditions for access. Increasing the level of information available will inevitably reduce complaints, resulting in improved customer satisfaction and higher overall customer loyalty.
