1.1 The purpose of this test method is to specify the apparatuses, procedures, and performance metrics necessary to quantitatively measure a robot’s visual acuity as displayed to a remote operator or vision algorithm. The primary performance metric for this test method shall be a robot’s possession of such a capability with a specified statistical significance level. 1.2 Secondary performance metrics are the robot’s field of view and aspect ratio. 1.3 This test method can also be used to measure the operator proficiency in performing the specified task. The corresponding performance metric may be the number of completed task repetitions per minute over an assigned time period ranging from 10 to 30 minutes. 1.4 This test method is a part of the sensing suite of response robot test methods, but this test method is stand-alone and complete. This test method applies to systems operated remotely from a standoff distance appropriate for the intended mission. The system includes a remote operator in control of all functionality and any assistive features or autonomous behaviors that improve the effectiveness or efficiency of the overall system. 1.5 The apparatus, specified in Section 6, can only test a limited range of a robot’s capabilities. When the robot has been tested through the limit or limits of the apparatus, a note shall be associated with the results indicating that the robot’s actual capability may be outside of the limit or limits imposed by the test apparatus. For example, the robot could exceed the capabilities of the printing process used to create the charts used in the apparatus. 1 This test method is under the jurisdiction of ASTM Committee E54 on Homeland Security Applications and is the direct responsibility of Subcommittee E54.09 on Response Robots. Current edition approved Sept. 1, 2017. Published November 2017. Originally approved in 2008. Last previous edition approved in 2017 as E2566 – 17. DOI: 10.1520/E2566-17A. Copyright © ASTM International, 100 Barr Harbor Drive, PO Box C700, West Conshohocken, PA 19428-2959. United States This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee. 1 1.6 Performing Location—This test method may be performed anywhere the specified apparatuses and environmental conditions can be implemented. 1.7 Units—The values stated in either SI units or inchpound units are to be regarded separately as standard. The values stated in each system may not be exact equivalents; therefore, each system shall be used independently of the other. Combining values from the two systems may result in nonconformance with the standard. Both units are referenced to facilitate acquisition of materials internationally and minimize fabrication costs. 1.8 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety, health, and environmental practices and determine the applicability of regulatory limitations prior to use. 1.9 This international standard was developed in accordance with internationally recognized principles on standardization established in the Decision on Principles for the Development of International Standards, Guides and Recommendations issued by the World Trade Organization Technical Barriers to Trade (TBT) Committee.

1.1 General This Standard specifies requirements for an occupational health and safety (OHS) incident investigation and prevention program (IIPP). This Standard can be applied by organizations of any size or type. This Standard is intended to address investigations related to occupational health and safety. This Standard does not specify requirements for criminal or regulatory enforcement investigations. Notes: 1) The investigation principles of this standard can be applied to non OHS investigations such as environmental incidents. 2) Some investigations will involve, or evolve into, a criminal or regulatory investigation. Organizations need to plan for this possibility. 1.2 Terminology In this Standard, “shall” is used to express a requirement, i.e., a provision that the user is obliged to satisfy in order to comply with the standard; “should” is used to express a recommendation or that which is advised but not required; and “may” is used to express an option or that which is permissible within the limits of the standard. Notes accompanying clauses do not include requirements or alternative requirements; the purpose of a note accompanying a clause is to separate it from the text explanatory or informative material. Notes to tables and figures are considered part of the table or figure and may be written as requirements. Annexes are designated normative (mandatory) or informative (non-mandatory) to define their application. 1.3 Units of measure The values given in SI units are the units of record for the purposes of this Standard. The values given in parentheses are for information and comparison only.

1.1 This test method covers the measurement of several key parameters of video systems for remote operations. It is initially intended for applications of robots for Urban Search and Rescue but is sufficiently general to be used for marine or other remote platforms. Those parameters are (1) field of view of the camera system, (2) visual acuity at far distances with both ambient lighting and lighting on-board the robot, (3) visual acuity at near distances, again in both light and dark environments, and (4), if available, visual acuity in both light and dark environments with zoom lens capability. 1.2 These tests measure only end-to-end capability, that is, they determine the resolution of the images on the display screen at the operator control unit since that is the important issue for the user. 1.3 This test method is intended to be used for writing procurement specifications and for acceptance testing for robots for urban search and rescue applications. 1.4 This test method will use the Snellen fraction to report visual acuity; readers may wish to convert to decimal notation to improve intuitive understanding if they are more familiar with that notation. Distances will be given in metres with English units in parentheses following. 1.5 This standard does not purport to address all of the safety concerns, if any, associated with its use. It is the responsibility of the user of this standard to establish appropriate safety and health practices and determine the applicability of regulatory limitations prior to use. 1 This test method is under the jurisdiction of ASTM Committee E54 on Homeland Security Applications and is the direct responsibility of Subcommittee E54.08 on Operational Equipment. Current edition approved Jan. 1, 2017. Published February 2017. Originally approved in 2008. Last previous edition approved in 2008 as E2566 – 08. DOI: 10.1520/E2566-17. 4.1 This guide establishes the minimum level of training required to provide awareness-level knowledge for personnel operating in and around the areas and operations listed in 1.1. 4.2 This guide may be used by individuals and AHJs that wish to identify the minimum training standards for land-based personnel operating in and around these areas and operations. 4.3 A person trained to this guide is considered to be aware of the hazards and risks associated with these areas and operations. 4.4 A person trained solely to this guide is not considered a “searcher,” “rescuer,” or both. 4.5 This guide may be used to augment other training for a searcher and/or rescuer. 4.6 This guide by itself is not a training document. It is only an outline of some of the topics required for training or evaluating a searcher and/or rescuer, although it can be used to develop a training document or program. 4.7 It is the responsibility of the AHJ to determine the depth or detail of training needed to meet its training requirements. 4.8 Nothing in this guide precludes an AHJ from adding additional requirements. 4.9 This guide does not stand alone but must be used with the reference documents to provide the specific minimum training needed by a ground searcher and/or rescuer operating in these areas. 4.10 This guide can be used as a reference for training of searchers, rescuers, or both. 4.11 The information presented in the following sections is not in any particular order and does not represent a training sequence. 4.12 It is the responsibility of the AHJ to determine the evaluation process to assess a person’s knowledge. This may be by written exam, oral exam, demonstration, or some other means specified by the AHJ. 1.1 This guide is intended for training those who normally work in natural environments, solely subject to terrain and weather-related risks, who may be asked to respond to, or who may encounter, the operations defined in 1.2. 1.2 This guide identifies and describes hazardous situations and environments, and the associated risks affecting search and rescue personnel who may be working on or around the following: 1.2.1 Landsearch; 1.2.2 Land rescue; 1.2.3

This standard applies to employers, entrepreneurs or owner/operators who are responsible for pro-tecting the lives and health of employees and also other individuals, e.g. visitors, participants, cus-tomers, and contractors. It is to be applied to all operational situations, in other words, not only to normal operation but also to special events, such as open day, general meetings, extensive maintenance work on the premises, as well as events of all kinds. The standard makes statements as to how this evacuation can be organized and implemented as self-rescue and describes the interfaces for rescu-ing other people, in particular individuals with disabilities. It provides the individual responsible for evacua-tion with an aid for preparing and carrying out the evacuation by means of problem-solving methods not restricted to a particular industry as well as by describing means (constructional and technical) and methods (organisational and individual-related).
