This Japanese Industrial Standard specifies the testing methods for safety and performance for the stationary and portable small polymer electrolyte fuel cell power system (hereafter referred to as "fuel cell system"). Following this Standard does not enterprise from the responsibilities to exempt any person, organization or business observe other related regulations. This Standard is applied to the fuel cell system applicable to the following items. a) Type of fuel cell Polymer electrolyte fuel cell (abbreviation: PEFC) b) Output Rated transmission output, less than 10 kW Output mode Grid-connected operation, grid-independent operation or independent operation of dc output or ac output, 220 V or less d) Raw fuel Gaseous fuel (city gas, liquefied petroleum gas, etc.), liquid fuel (kerosene, etc.) or hydrogen e) Operating pressure Maximum allowable working pressure of the portion through which fuel gas passes, less than 0.1 MPa System configuration Stationary and portable dedicated power generation system or cogeneration system stored in a package (except a micro fuel cell)

This Japanese Industrial Standard specifies the matters required for the general safety code, performance maintenance control, etc. for the stationary and portable small polymer electrolyte fuel cell power systems (hereafter referred to as "fuel cell systems") such as its structure, material, function, installation criteria, marking and sign, and operation manual. This part of IEC 62282 provides test methods which are required for the performance evaluation of micro fuel cell power systems for laptop computers, mobile phones, personal digital assistants (PDAs), cordless home appliances, TV broadcast cameras, autonomous robots, etc. This standard describes the performance test methods for power characteristics, fuel consumption and mechanical durability for micro fuel cell power systems with output up to 60 V d.c. and 240 VA. Micro fuel cell power systems evaluated to this part of IEC 62282 have the functional arrangement as shown in Figure 1. This part of IEC 62282 does not address the safety of micro fuel cell power systems. This part of IEC 62282 does not address the interchangeability of micro fuel cell power systems.

This National Standard of Canada is based on International Standard CEI/IEC 62282-2:2004. 1 Scope This part of IEC 62282 provides the minimum requirements for safety and performance of fuel cell modules. This standard applies to fuel cell modules with the following electrolyte chemistry: - alkaline; - proton exchange membrane (including direct methanol fuel cells); - phosphoric acid; - molten carbonate; - solid oxide fuel cell modules. Fuel cell modules might be provided either with or without an enclosure and might be operated at significant pressurization levels or close to ambient pressure. This standard deals with conditions that can yield hazards to persons and damage outside the fuel cell modules only. Protection against damage to the fuel cell modules internals is not addressed in this standard, provided it does not lead to hazards outside the module. These requirements may be superseded by other standards for equipment containing fuel cell modules as required for particular applications. This part of IEC 62282 is not applicable for road vehicle applications. This standard is not intended to limit or inhibit technological advancement. An appliance employing materials or having forms of construction differing from those detailed in the requirements of this standard may be examined and tested according to the intent of these requirements and, if found to be substantially equivalent, may be considered to comply with the standard. The fuel cell modules are components of final products. These products require evaluation to appropriate end-product safety requirements.

La présente norme nationale du Canada est basee sur la norme internationale CEI/IEC 62282-2:2004. 1 Domaine d'application La présente partie de la CEI 62282 donne les exigences minimales de sécurité et de performance des modules à piles à combustible. Cette norme s'applique aux modules à piles à combustible avec les différents types d'électrolytes suivants: - alcalins; - à membrane échangeuse de protons (y compris piles à combustible à méthanol direct); - à acide phosphorique; - à carbonates fondus; - à oxyde solide. Les modules à piles à combustible peuvent être équipés ou non d'une enveloppe et peuvent fonctionner à des niveaux de pression élevés ou à une pression proche de la pression ambiante. Cette norme couvre uniquement les conditions qui peuvent générer des dangers pour les personnes et des dommages à l'extérieur des modules à piles à combustible. La protection contre les dommages affectant l'intérieur des modules à piles à combustible n'est pas traitée dans cette norme, si ceux-ci ne suscitent pas de dangers à l'extérieur du module. Ces exigences peuvent être remplacées par d'autres normes applicables aux équipements contenant des modules à piles à combustible dans le cadre d'applications spécifiques. Cette partie de la CEI 62282 n'est pas applicable aux applications automobiles. Cette norme n'est pas destinée à limiter ou à entraver les progrès technologiques. Un appareil utilisant des matériaux ou présentant des modes de construction différents de ceux décrits dans les exigences de cette norme peut être examiné et essayé en fonction de l'objectif poursuivi par ces exigences et, s'il est jugé pratiquement équivalent, il peut être estimé conforme à la norme. This recommended practice is intended to serve as a procedure to verify the functional performance, design specifications or vendor claims of any PEM (Proton Exchange Membrane) type fuel cell stack sub-system for automotive applications. In this document, definitions, specifications, and methods for the functional performance characterization of the fuel cell stack sub-system are provided. The functional performance characterization includes evaluating electrical outputs and controlling fluid inputs and outputs based on the test boundary defined in this document. In this document, a fuel cell stack sub-system is defined to include the following: Fuel cell stack(s) - An assembly of membrane electrode assemblies (MEA), current collectors, separator plates, cooling plates, manifolds, and a supporting structure; Connections for conducting fuels, oxidants, cooling media, inert gases and exhausts; Electrical connections for the power delivered by the stack sub-system; Devices for monitoring electrical loads; Devices for monitoring cell voltage; Humidification devices; Instrumentation for detecting normal and/or abnormal operating conditions; Enclosures (that may qualify as pressure vessels), and ventilation systems for the enclosure. Not included in the sub-system are the following: Fuel and air processors; Thermal management system; Power conditioner and distributor; Controllers

This part of IEC 62282 provides minimum safety requirements for the installation of indoor and outdoor stationary fuel cell power systems in compliance with IEC 62282-3-1 and applies to the installation of the mentioned systems – intended for electrical connection to mains directly or with a transfer switch, – intended for a stand-alone power distribution system, – intended to provide AC or DC power, – with or without the ability to recover useful heat. This part of IEC 62282 does not cover: – fuel supply and/or fuel storage systems, – power connector to the grid, – portable fuel cell power systems, – propulsion fuel cell power systems, – APU (auxiliary power units) applications.
