This Part of IEC 62271@ which is a Technical Report@ refers to prefabricated metal-enclosed and solid-insulation enclosed (both hereinafter called enclosed) switchgear and controlgear assemblies for alternating current of rated voltages above 1 kV and up to and including 52 kV as specified in IEC 62271-200 and IEC 62271-201@ and to other equipment included in the same enclosure with any possible mutual influence. This Technical Report may be used for the extension of the validity of type tests performed on one test object with a defined set of ratings to another switchgear assembly of the same family with a different set of ratings or different arrangements of components. It supports the selection of representative test objects composed of functional units of a family of switchgear and controlgear aimed at the optimization of type tests in order to perform a consistent conformity assessment. This part of IEC 62271 applies to compact switchgear assemblies consisting of at least one switching device directly connected to, or sharing components with, one or more other devices such that there is an interaction between the functions of the individual devices. Such assemblies are made up of devices defined in 1.101 and are designed, tested and supplied for use as a single unit. The interaction between devices may be due to proximity, sharing of components or a combination of both. The assemblies may contain components of air insulated switchgear (AIS) only or a combination of AIS and gas insulated switchgear (GIS), so called mixed technology switchgear (MTS) and may be delivered entirely prefabricated or partially assembled. It is not possible to define all potential arrangements of compact switchgear assemblies however four examples are shown for information in Annex A. These compact switchgear assemblies are for indoor and/or outdoor installations in systems having rated voltages above 52 kV and service frequencies of 50 Hz and 60 Hz. This standard covers the influence on performance of the interactions between devices within compact switchgear assemblies and defines ratings and test procedures for these assemblies. IEC 62271-1 is applicable if not stated otherwise. This standard does not apply to switchgear assemblies consisting solely of GIS which are covered by 62271-203.

This technical report applies only to circuit-breakers with their supporting structures which are rigidly connected with the ground, and does not cover the seismic qualification of circuit-breakers in metal enclosed switchgear. Where circuit-breakers are not ground mounted, for example in a building, conditions for application are subject to agreement between users and manufacturers. The seismic qualification of the circuit-breakers should take into account any auxiliary and control equipment which is mounted on the circuit-breaker structure. If the auxiliary and control equipment is mounted on a separate structure, it may be qualified independently. This technical report is a guide providing procedures to seismically qualify ground mounted circuitbreakers. The seismic qualification of a circuit-breaker is only performed upon request. This technical report specifies seismic severity levels and gives a choice of methods that can be applied to demonstrate the performance of circuit-breakers for which seismic qualification is required. NOTE In the USA, the evaluation of the seismic qualifications for circuit breakers is conducted in accordance with IEEE 693: IEEE Recommended Practice for Seismic Design of Substations.

This part of IEC 62271 is applicable to voltage presence indicating systems (VPIS) incorporated in a.c. switchgear and controlgear covered by IEC 62271-200 or IEC 62271-201. Voltage presence indicating systems are devices used to provide information to operators about the voltage condition of the main circuit of the switchgear in which they are installed. The indication of VPIS alone is not sufficient to prove that the system is dead: if operating procedures make it mandatory, relevant voltage detectors according to IEC 61243-1,IEC 61243-2 and IEC 61243-5 should be used. This standard is also applicable to phase comparators specifically designed for use with VPIS.

This equipment for digital communication, replacing metal parallel wiring, can be integrated into the high-voltage switchgear, controlgear, and assemblies thereof, or can be external equipment in order to provide compliance for existing switchgear and controlgear and assemblies thereof with the standards of the IEC 61850 series. This International Standard is a product standard based on the IEC 61850 series. It deals with all relevant aspects of switchgear and controlgear, and assemblies thereof with a serial communication interface according to the IEC 61850 series. In particular it defines: a) a selection of the information models from the IEC 61850 series that are supported by such switchgear and controlgear, and assemblies thereof; b) conformance classes for the set of communication services that are supported by the switchgear and controlgear, and assemblies thereof; c) modifications and extensions to type and routine tests of switchgear and controlgear, and assemblies thereof that are required due to the serial communication interface. The standard specifies the requirements for digital communication equipment used within high-voltage switchgear, controlgear, and assemblies thereof, as well as the relevant testing requirements. This part of IEC 62271 specifies the service conditions, rated characteristics, general structural requirements and test methods of high voltage/low voltage or low voltage/high voltage prefabricated substations, which are cable-connected, to be operated from inside (walk-in type) or outside (non-walk-in type) for alternating current of rated voltages above 1 kV and up to and including 52 kV on the high voltage side, and for one or more transformers for service frequencies up to and including 60 Hz for outdoor installation at locations with public accessibility and where protection of personnel is provided. Prefabricated substations can be situated at ground level or partially or completely below ground level. In general a prefabricated substation comprises an enclosure containing the following electrical components: – power transformers; – high voltage and low voltage switchgear and controlgear; – high voltage and low voltage interconnections; – auxiliary equipment and circuits. However, relevant provisions of this standard are applicable to designs where not all these electrical components exist (for example, an installation consisting of power transformer and low voltage switchgear). Non-prefabricated substations should comply with the applicable requirements of IEC 61936-1:2010.

This part of IEC 62271 gives practical guidance for the evaluation and documentation of the external electromagnetic fields which are generated by HV switchgear assemblies and HV/LV prefabricated substations. Basic requirements to measure or calculate the electric and magnetic fields are summarised for switchgear assemblies covered by IEC 62271-200 and IEC 62271-201, and for prefabricated substations covered by IEC 62271-202. NOTE 1 The methods described in this technical report refer to three-phase equipment. However, the methodology may be used correspondingly for any single- or multi-phase equipment covered by this technical report. This technical report applies to equipment rated for voltages up to and including 52 kV and power-frequencies from 15 Hz to 60 Hz. The electromagnetic fields which are generated by harmonics or transients are not considered in this technical report. However, the methods described are equally applicable to the harmonic fields of the power frequency. Detailed generic information on requirements and measurements of low-frequency electromagnetic fields is given in IEC 61786. This technical report covers evaluation under factory or laboratory conditions before installation. The electric and the magnetic fields can be evaluated either by measurements or by calculations. NOTE 2 Where practicable, the methods described in this technical report may also be used for installations on site. It is not within the scope of this technical report to specify limit values of electromagnetic fields or methods for the assessment of human exposure.

IEC 61162-1:2016 is available as IEC 61162-1:2016 RLV which contains the International Standard and its Redline version, showing all changes of the technical content compared to the previous edition. IEC 61162-1:2016(E) contains the requirements for data communication between maritime electronic instruments, navigation and radiocommunication equipment when interconnected via an appropriate system. This part of IEC 61162 is intended to support one-way serial data transmission from a single talker to one or more listeners. These data are in printable ASCII form and may include information such as position, speed, depth, frequency allocation, etc. Typical messages may be from about 11 to a maximum of 79 characters in length and generally require transmission no more rapidly than one message per second. The electrical definitions in this standard are not intended to accommodate high-bandwidth applications such as radar or video imagery, or intensive database or file transfer applications. Since there is no provision for guaranteed delivery of messages and only limited error checking capability, this standard should be used with caution in all safety applications. For applications where a faster transmission rate is necessary, reference should be made to IEC 61162-2. For applications to shore based equipment of the automatic identification system (AIS) reference should be made to the IEC 62320 series. This fifth edition cancels and replaces the fourth edition published in 2010, and constitutes a technical revision. This International Standard applies to system tests for high-voltage direct current (HVDC) installations which consist of a sending terminal and a receiving terminal, each connected to an a.c. system. The tests specified in this standard are based on bidirectional and bipolar high-voltage direct current (HVDC) installations which consist of a sending terminal and a receiving terminal, each connected to an a.c. system. The test requirements and acceptance criteria should be agreed for back-to-back installations, while multi-terminal systems and voltage sourced converters are not included in this standard. For monopolar HVDC installations, the standard applies except for bipolar tests. For the special functions or performances that are claimed by specific projects, some extra test items not included in this standard should be added according to the technical specification requirements. This standard only serves as a guideline to system tests for high-voltage direct current (HVDC) installations. The standard gives potential users guidance, regarding how to plan commissioning activities. The tests described in the guide may not be applicable to all projects, but represent a range of possible tests which should be considered. Therefore, it is preferable that the project organization establishes the individual test program based on this standard and in advance assigns responsibilities for various tasks/tests between involved organisations (e.g. user, supplier, manufacturer, operator, purchaser etc.) for each specific project.

This International Standard applies to controllers intended for starting, controlling and stopping stationary fire pumps, including automatic and non-automatic types for alternating current electric motor or diesel engine-driven fire pumps. It is anticipated that a controller only controls a single driver. Controllers for electric motor-driven fire pumps always include suitable short-circuit protection as an integral part of the controller. These controllers may include an integral power transfer switch. These controllers are rated 1 000 V a.c. maximum. Controllers for diesel engine-driven fire pumps include electrical circuits that operate various control and supervisory functions, such as remote control (starting), alarms, signals, indicators, and the proper operation of battery chargers. The most significant purpose of this standard is to characterize the unique features of fire pump controllers. A further purpose is to prescribe a procedure for exercising the controllers to verify that the unique features are operative. For the purpose of this standard, this procedure is described as the “fire pump controller test protocol”. The object of this standard is to state the following: a) the unique characteristics of fire pump controllers, their associated equipment and their operational functions; b) the tests intended for confirming that these conditions have been met, and the methods to be adopted for these tests; c) the information to be given with the equipment, or in the manufacturer's literature. In this context, this standard gives the requirements for all of the electrical functions associated with both the electric motor-driven and the diesel engine-driven fire pumps. Special applications such as explosive atmospheres, nuclear installations, ships, aircraft, etc. are not covered by this standard. Referring to electric power sources, the requirements of this standard apply only to the extent that they place limits on the nature, behaviour and characteristics of the electrical energy that is supplied to the service entrance (see IEC 60364-5-55). The requirements of this standard apply neither to the method nor to the means by which the electrical energy is generated. In addition, they do not apply to the installation between the origin of the installation and the fire pump controller, which are to be found in the IEC 60364 series. This standard does not apply to diesel engine-driven electric generators which may be associated with a stationary fire pump installation. EMC considerations are correlated with other IEC standards for similar products: a) for electric fire pump controllers, EMC considerations are covered by this standard, and b) for diesel engine fire pump controllers, d.c. batteries are the intended source of electrical control power.
