This technical report defines how protective devices for High Altitude Nuclear Electromagnetic Pulse (HEMP) protection of civilian systems are specified. Performance requirements will be given in future IEC standards. This technical report is intended to be used for the harmonization of existing or future specifications issued by protective devices manufacturers, electronic equipment manufacturers, administrative bodies and other buyers. This technical report covers protective devices currently used for protection against HEMP radiated EM fields. In general, parameters relevant to HEMP, that is parameters related to very fast changes of EM fields, as a function of time, are dealt with.

1.1 This part of IEC 62236 outlines the structure and the content of the whole series. Annex A describes the characteristics of the railway system which affect electromagnetic compatibility (EMC) behaviour. Phenomena excluded from this series are nuclear EM pulse, abnormal operating conditions and the induction effects of direct lightning strike. Emission limits at the railway boundary do not apply to intentional transmitters within the railway boundaries. Safety considerations are not covered by this series of standards. This part of IEC 62236 applies to signalling and telecommunication apparatus which is installed in the railway environment. Signalling and telecommunication apparatus mounted in vehicles is covered by IEC 62236-3-2. This standard specifies limits for emission and immunity and provides performance criteria for signalling and telecommunications (S&T) apparatus which may interfere with other apparatus in the railway environment, or increase the total emissions for the railway environment beyond the limits defined in the appropriate standard and so risk causing Electro-Magnetic Interference (EMI) to apparatus outside the railway system. Apparatus which complies with the emission levels of IEC 61000-6-4 will meet the emission requirements of this standard provided that emissions from any d.c. power port are within the emissions limits specified for a.c. power ports. The immunity levels of IEC 61000-6-2 will also be adequate except for the special case of apparatus as defined in Note 1 of Table 1. This standard provides the immunity requirements for such apparatus. The immunity levels given for the apparatus will in most cases allow the apparatus to perform as intended in the railway environment (see Note). The immunity level establishes a common reference for evaluating the performance of the apparatus when subject to interference resulting from direct exposure of the apparatus and associated cables to a radio frequency field, or by coupling of the interference from a remote source. If a port is intended to transmit or receive for the purpose of radio communication (intentional radiators, e.g. transponder systems), then the emission and immunity limits in this standard at the communication frequency do not apply. The standard does not specify basic personal safety requirements for apparatus such as protection against electric shock, unsafe operation, insulation co-ordination and related dielectric tests. The requirements were developed for and are applicable to this set of apparatus when operating under normal conditions. Fault conditions of the apparatus have not been taken into account. The requirements and test methods also apply to telecommunications and signalling data and power lines connected to the equipment under test (EUT). The frequency range considered is from d.c. to 400 GHz. No measurements need to be performed at frequencies where no requirement is specified. For products in the scope of IEC 61000-3-2 or IEC 61000-3-3, the requirements of those standards apply. Testing methods are given in the basic standards listed in Clause 2. These specific provisions are to be used in conjunction with the general provisions in IEC 62236-1. NOTE The immunity and emission levels do not of themselves guarantee that the integration of apparatus will necessarily be satisfactory. The standard cannot cover all the possible configurations of the apparatus, but the test levels are sufficient to achieve satisfactory EMC in the majority of cases.

The object of this report is to describe and interpret various terms considered to be of basic importance to concepts and practical application in the design and evaluation of electromagnetically compatible systems. In addition, attention is drawn to the distinction between electromagnetic compatibility (EMC) tests carried out in a standardized set-up and those carried out at the location where a device (equipment or system) is installed (in situ tests). The terms and their definitions are given in clause 2, with reference to chapter 161 of the IEV [11. The application of the terms is described in clause 3 and an interpretation of their definitions is presented in the annexes.

Interest in magnetic fields has been stimulated in recent years by concern over the physiological effects they may have on humans and animals and the deleterious effects they have on the performance of some electrical equipment, particularly video display units. Investigations have yielded results which are presented in this report as reference values. Note 1 – The European Union EMC Directive has prompted magnetic field measurements, particularly in respect of the commercial office environments associated with supply authority substations and electrical distribution systems within buildings. Supply authorities have sponsored most of the work and the results are generally within the frequency range of 50 Hz to 2 kHz, and presented as r.m.s. values. There is, however, a need to have some knowledge about d.c. fields and the fields up to 150 kHz as they may interfere with some types of equipment. Note 2 – Most of the magnetic field data in this report is associated with sinusoidal current sources and r.m.s. values may be assumed unless otherwise stated. Power supply systems operating at voltages less than or equal to 1 000 V are designated low-voltage, those above 1 000 V and up to 35 kV are designated medium-voltage, and those in excess of 35 kV are designated high-voltage.

This part of IEC 62236 sets the emission limits from the whole railway system including urban vehicles for use in city streets. It describes the measurement method to verify the emissions, and gives the cartography values of the fields most frequently encountered. The limits refer to the particular measuring points defined in Clause 5 and Annex A. These emissions should be assumed to exist at all points in the vertical planes which are 10 m from the centre lines of the outer electrified railway tracks, or 10 m from the fence of the substations. Also, the zones above and below the railway may be affected by electromagnetic emissions and particular cases shall be considered individually. These specific provisions are to be used in conjunction with the general provisions in IEC 62236-1.

This International Standard specifies minimum requirements for emission, immunity and performance criteria regarding electromagnetic compatibility (EMC) of electrical and electronic equipment for ships. It assists in meeting the requirements of IMO resolution A.813 (see annex A). Equipment which is tested and installed in accordance with this standard meets the relevant IMO requirements. NOTE 1 The normative part of this standard has been prepared as a product family EMC standard. NOTE 2 Effects on human beings are not the subject of this standard. This standard further gives guidelines and recommendations on the measures to achieve EMC in the electrical and electronic installations of equipment groups: a) group A: radio communication and navigation equipment; b) group B: power generation and conversion equipment; c) group C: equipment operating with pulsed power; d) group D: switchgear and control systems; e) group E: intercommunication and signal processing equipment; f) group F: non-electrical items and equipment; g) group G: integrated systems. The basic EMC standard for groups A and C is IEC 60945. NOTE This standard does not specify unsafe operation and basic safety requirements such as protection against electric shock and dielectric tests for equipment.

This technical report describes important background material used during the revision of IEC 61196-1:1995, Clause 14, Guidance for surface transfer impedance and screening attenuation limits for flexible r.f. cables. In this technical report, the relationship between surface transfer impedance (ZT) and screening attenuation (as) is given, also measurements of ZT and as are provided to show the correlation of mean screening attenuation between 200 MHz and 500 MHz and ZT at both 30 MHz and 300 MHz. The sensitivity of as to the relative velocity difference between the inner and outer system is shown. The cable data sheet should show the as values in a standardized form – Δv/v = 10 % and the characteristic impedance of the outer system is 150 Ω. It is also shown that a relative velocity difference change from 10 % to 40 % gives an improvement of 12 dB in screening attenuation.

This part of IEC 62153 deals with screening measurements. Screening (or shielding) is one basic way of achieving electromagnetic compatibility (EMC). However, a confusingly large number of methods and concepts is available to test for the screening quality of cables and related components, and for defining their quality. This technical specification gives a brief introduction to basic concepts and terms trying to reveal the common features of apparently different test methods. It is intended to assist in correct interpretation of test data, and in the better understanding of screening (or shielding) and related specifications and standards.
