运营安全是铁路高效运输的前提与保障,视频监控系统对于保障铁路运营安全至关重要,迫切需要对铁路视频监控系统中的关键装备-摄像机相关技术标准进行编制确认。 2016 年《中国铁路总公司关于发布设计时速 200 公里及以上铁路区间线路视频监控设置有关补充标准的通知》(铁总建设[2016]18 号) 要求在区间隧道口、公跨铁立交桥、桥梁救援疏散通道、沿线设备机房内外、调度局界口和车站咽喉区等重点区域采用高清摄像机进行昼夜监视,并要求采用 750mm 长焦激光摄像机,夜间监视距离 1.5 公里。但大规模采用高清长焦激光摄像机铁路尚无成熟的应用案例, 也缺少针对性的技术标准支持。 2017 年中国铁路总公司《关于印发铁路建设项目“四电”系统集成甲供物资目录的通知》(铁总物 资[2017] 156 号文件)将摄像机列入甲供物资由铁路总公司物资管理部组织建设单位进行联合采购, 但相关采购招标技术要求也缺乏对应的技术标准支持。 截止到 2018 年底,中国高速铁路里程值已达 2.9 万公里,普通铁路里程值已达 11.2 万公里,为支持大规模铁路视频监控系统的持续建设,故联盟组织编制本标准。本标准准确界定铁路所需的各类高清摄像机技术指标、技术参数和内外部条件,提出长焦激光摄像机的技术要求,通过制定铁路内通用的高 清摄像机技术要求,为铁路视频监控系统的工程设计、摄像机的设备选型及检验提供了依据,填补了铁 路行业空白;通过测试特别提出了激光器与镜头的配合、激光功率与监控距离的要求等指标,促进了关键技术的解决突破,达到并满足了铁路高清昼夜视频监控的高标准要求。 本标准的制定和发布促进数字随动同步变焦等技术进步,推动高清摄像机技术在铁路行业的发展; 避免低价竞争导致的劣质产品进入铁路市场,保证铁路视频工程质量,减少铁路安全隐患;引导生产厂家发展高清像机技术,提升产品质量,增强产品的品牌性竞争力。
