This European Standard specifies technical safety requirements and measures for all types and sizes of Mobile Elevating Work Platform (MEWP) intended to move persons to working positions where they are carrying out work from the work platform (WP) with the intention that persons are getting on and off the work platform at one defined access position.This European Standard is applicable to the structural design calculations and stability criteria, construction, safety examinations and tests before MEWPs are first put into service. It identifies the hazards arising from the use of MEWPs and describes methods for the elimination or reduction of these hazards. It does not cover the hazards arising from: a) operation by radio and other wire-less controls; b) use in potentially explosive atmospheres; c) electromagnetic incompatibility; d) work on live electric systems; e) use of compressed gases for load bearing components; f) getting on and off the work platform at changing levels.This European Standard does not apply to: a) permanently installed personnel lifting appliances serving defined levels (see e. g. EN 81-1:1998 and EN 81-2:1998); b) fire-fighting and fire rescue appliances (see e. g. prEN 1777:1994); c) unguided work cages suspended from lifting appliances (see e. g. EN 1808:1999); d) elevating operator position on rail dependent storage and retrieval equipment (see EN 528:1996); e) tail lifts (see prEN 1756-1:1994 and prEN 1756-2:1997); f) mast climbing work platforms (see EN 1495:1997); g) fairground equipment; h) lifting tables with a lifting height of less than 2 m (see EN 1570:1998); i) builders hoists for persons and materials (see prEN 12159:1995); j) aircraft ground support equipment (see e. g. prEN 1915-1 and 2:1995); k) elevating operator positions on industrial trucks (see prEN 1726-2:1999). Classification: MEWPs are divided into two main groups: Group A: MEWPs where the vertical projection of the centre of gravity of the load is always inside the tipping lines. Group B: MEWPs where the vertical projection of the centre of gravity of the load may be outside the tipping lines. Relating to travelling, MEWPs are divided into three types: type 1 Travelling is only allowed with the MEWP in its transport position; type 2 Travelling with raised work platform is controlled from a point of control at the chassis; type 3 Travelling with raised work platform is controlled from a point of control at the work platform. NOTE The types 2 and 3 can be combined.This standard applies to machines which are manufactured 12 months after publication of this standard.

1. Scope 1.1 This Standard applies to self-propelled integral chassis elevated work platforms that have a platform that cannot be positioned completely beyond the base and that are used to position personnel, along with their necessary tools and materials, at work locations. Self-propelled elevating work platforms(aerial platforms) are power operated with primary functions, including drive, controlled from the platform. This Standard also applies to aerial platforms designed for use on both on-slab and off-slab applications. 1.2 This Standard specifies the minimum requirements for the establishment ofcriteria for the design, manufacture, remanufacture, rebuild/recondition, testing, performance, inspection, training, maintenance, and safe operation of self-propelled elevating work platforms to achieve the following objectives: (a) prevention of personal injuries and accidents; (b) uniformity in ratings; and (c) understanding by manufacturers, dealers, installers, maintenance personnel, operators, owners, and users of their respective responsibilities. Self-propelled elevating work platforms are generally intended for use over level surfaces. Normally they are not insulated for use near electrically energized circuits nor are they intended to be used in hazardous locations. For any self-propelled elevating work platforms intended for use around electrically energized circuits, see CSA Standard C225. The operation of any aerial platform is subject to certain hazards that can only be protected against by having competent, careful personnel trained in the intended use, safe operation, maintenance, and service of this type of equipment. 1.3 Application The design and manufacturing requirements of this Standard apply to those aerial platforms manufactured after the date of this Standard. 1.4 Equipment not Covered This Standard does not apply to (a) vehicle-mounted aerial devices such as those covered by CSA Standard C225; (b) non-self-propelled elevating rolling work platforms covered in CSA Standard CAN3-B354.1; (c) boom-type elevating work platforms covered in CSA Standard CAN3-B354.4; (d) mast-climbing equipment such as those covered in ANSI Standard A92.9; (e) construction hoists used to raise and lower materials and personnel to different elevations as covered in CSA Standards CAN/CSA-Z256 and CAN/CSA-Z185; (f) mobile cranes such as those covered in CSA Standard Z150; (g) vehicle-mounted vertical lift devices such as those covered in ANSI/Sla A92.7; (h) vehicle-mounted bridge inspection and maintenance devices as covered in ANSI/SIA A92.8; (i) permanently installed (nonmobile) elevating lifts used to transport personnel between different elevations; and (j) fire-fighting equipment. 1.5 In this Standard, "shall" indicates a mandatory requirement; "should" indicates a recommendation or that which is advised but not mandatory; and "may" indicates an advisory or optional statement. Notes accompanying clauses do not include mandatory or alternative requirements; the purpose of a note accompanying a clause is to separate from the text explanatory or informative material that is not properly a part of the Standard. 1.6 This Standard is written in SI (metric) units. This European Standard deals with all significant hazards pertinent to mobile or movable jacks and associated lifting equipment when they are used as intended and under the conditions foreseen by the manufacturer. This European Standard specifies the appropriate technical measures to eliminate or reduce risks arising from the significant hazards. This standard applies to lifting equipment (see 3.1) which are mobile or movable and designed to operate under the load, whether operated singulary or in multiples to partially or totally raise and lower loads or vehicles at one or more lifting points (excluding the lifting of persons) where working under the raised load is not permitted unless additional means of securing the load in position are in place. NOTE Associated lifting equipment means lifting equipment which is similar to those defined in 3.1, but which does not fully comply with these definitions. This standard does not establish additional requirements for  power drive by an internal combustion machine;  stability of the mobile or movable jacks and associated lifting equipment;  operation in severe conditions (e.g. extreme climates, freezer application, strong magnetic fields);  operation subject to special rules (e.g. potentially explosive atmospheres, mines);  supply by electrical networks where the tolerances in voltage, frequency etc. differ from those in the public supplies;  static electric problems;  handling of loads, the nature of which could lead to dangerous situations (e.g. molten metal, acids, radiating materials, especially brittle loads);  hazards occurring during producing and decommissioning;  hazards occurring when using the lifting equipment on public roads;  wind pressure in and out of use;  direct contact with foodstuffs;  operation on sea ships.
