1.1 This practice is intended to serve as a concise, authoritative, and technically sound practice for Building Enclosure Commissioning (BECx) that establishes two levels of BECx: Fundamental and Enhanced (refer also to Section 4). 1.2 The BECx process as defined in this practice includes the following phases and sub-phases: 1.2.1 Pre-design, 1.2.2 Design, 1.2.2.1 Schematic Design, 1.2.2.2 Design Development, 1.2.2.3 Construction Documentation, 1.2.3 Bidding and Negotiation Phase, 1.2.4 Construction, 1.2.4.1 Pre-Construction, 1.2.4.2 Construction Administration, and 1.2.5 Occupancy and Operations. 1.3 This practice includes a mandatory OPR Development Guideline (Annex A1) and requires the development of an OPR for both Fundamental and Enhanced BECx that addresses, at a minimum, the performance attributes and metrics included in Annex A1 of this practice. 1.4 This practice includes mandatory BECx Performance Testing Requirements (Annex A2) approved for use with this practice to evaluate the performance and durability of enclosure materials, components, systems, and assemblies. 1.5 This practice mandates independent design review during the Design Phase of both Fundamental and Enhanced BECx. 1.6 This practice recognizes that the OPR for exterior enclosure performance and environmental separation may exceed the baseline requirements of applicable building codes and standards and provides guidance for the development of an OPR based on the following attributes as defined in Annex A1 of this practice: 1.6.1 Energy, 1.6.2 Environment, 1.6.3 Safety, 1.6.4 Security, 1.6.5 Durability, 1.6.6 Sustainability, and 1.6.7 Operation. 1.7 The terms “building enclosure” and “enclosure” as they appear in this practice refer collectively to all materials, components, systems, and assemblies intended to provide shelter and environmental separation between interior and exterior, or between two or more environmentally distinct interior spaces in a building or structure. 1.8 This practice establishes that the Building Enclosure Commissioning Provider (BECxP) refers specifically to the individual retained by the Owner to develop, manage, and be in responsible charge of the BECx process, including individual members and technical specialists that may comprise the BECx group (see 4.2). 1.9 The role and responsibilities of the BECxP as defined by this practice are not intended to supersede or otherwise replace the contractual obligations reserved specifically for the parties responsible for the design and construction of a building or 1 This practice is under the jurisdiction of ASTM Committee E06 on Performance of Buildings and is the direct responsibility of Subcommittee E06.55 on Performance of Building Enclosures. 1.1 This practice covers a set of instructions for collecting data to be used in assessing the sustainability of building products for use in both commercial and residential buildings. 1.1.1 There are many features of a building that contribute to sustainability; one of them is the selection of products for use in a building. Other key features influencing sustainability include, but are not limited to: overall efficiency of the design of the building, the impact the building has on the habits of the occupants, and the impact the building has on the microclimate and macroclimate. This practice addresses sustainability issues related to building products. This practice does not address sustainability issues related to overall building design, site selection, building operations, or other features influencing sustainability. 1.1.2 While it is recommended that users rely on professional judgment informed by both environmental expertise and specific knowledge of the intended use of the product, this practice provides no instruction as to interpretation of the data obtained. Interpretation of the data obtained is the responsibility of the user of this practice. 1.1.3 This document cannot replace education or experience and should be used in conjunction with professional judgment. Not all aspects of this practice may be applicable in all circumstances. This practice is not intended to represent or replace the standard of care by which the adequacy of a given professional service must be judged, nor should this document be applied without consideration of a project’s many unique aspects. The word “standard” in the title means only that the document has been approved through the ASTM consensus process. 1.2 This practice is organized according to the Construction Specifications Institute’s (CSI) MasterFormat2 sections to promote consistency in the evaluation of building products. 1.2.1 CSI MasterFormat version 1995 is used to organize information in Table 2. Appendix X1 provides a cross reference comparison to CSI MasterFormat 2004. 1.3 This practice includes general, comprehensive data requirements. Depending upon the building product, certain data requirements may not apply given the unique characteristics of the product and the potential environmental impacts related to the intended use of the product. This Technical Report (TR) has been developed by CEN/TC 350/WG 1 and WG 3 to provide a clear and structured view on the relevance, robustness and applicability of a predefined set of additional impact categories and related indicators for the assessment of the environmental performance of construction works, construction products and building materials. The TR describes the evaluation criteria that are used to determine, for these impact categories, the suitability of indicators and calculation method(s) for inclusion in the standards EN 15978 and EN 15804 (or other CEN/TC 350 standards as appropriate) in terms of their: a) relevance to: 1) the environment, 2) construction works, 3) construction products, and 4) EU policy; b) scientific robustness and certainty; and c) applicability of the impact assessment method(s). The additional impact categories examined in the TR are: - human toxicity and ecotoxicity; - particulate matter; - land use; - biodiversity; - water scarcity; and - ionizing radiation. Because EN 15978 and EN 15804 are founded on a life cycle approach, the impact categories, indicators and methods reviewed are predominantly based on their potential suitability for application in LCA. In relation to some of the areas of concern, however, where LCA methods might not be sufficiently robust or developed, some non-LCA based indicators and methods are also considered. Due to the scope of LCA used in the EN 15804 and EN 15978, impacts to users of buildings due to direct exposure to harmful emissions fall outside the scope of this TR. This falls under the scope of CEN/TC 351. Important information related to this aspect found during the development of this TR, is however mentioned in the TR. Uncertainty is an important issue in LCA. General assessment of the uncertainty related to impact assessment models is considered in the evaluation framework of this TR. However, the TR does not lay down a maximum uncertainty level to be considered acceptable in the context of the CEN standards EN 15804 and EN 15978, nor does it provide exact figures on uncertainties. Annex A of the TR provides a description of options that may be considered for incorporating selected impact categories/indicator in the standards EN 15978 and EN 15804. The TR recognizes and takes account of: - the work done by the European Commission, Joint Research Centre (EC-JRC), in the development of the International Reference Life Cycle Data System (ILCD) Handbook Recommendations, - other reports and scientific studies into the methods and application of the indicators reviewed, - findings of specific activities connected with this work such as of the CEN/TC 350 Workshop, held in Brussels on 24-25 June 2014.

The standard defines the procedures and assessment criteria for the planning and execution of demolitions of civil constructions and technical facilities for all involved personnel. It applies to the demolition of stationary and non-stationary variable structural and technical systems. The standard describes the planning, implementation and follow-up of such work as well as retrieving, deployment, (interim) storage, treatment and handling of the accumulating materials and waste. It does not include the requirements imposed on the reuse of resulting materials or the recycling or the disposal of waste.

This European standard provides core product category rules (PCR) for Type III environmental declarations for any construction product and construction service. NOTE The assessment of social and economic performances at product level is not covered by this standard. The core PCR: defines the parameters to be declared and the way in which they are collated and reported, describes which stages of a product's life cycle are considered in the EPD and which processes are to be included in the life cycle stages, defines rules for the development of scenarios, includes the rules for calculating the Life Cycle Inventory and the Life Cycle Impact Assessment underlying the EPD, including the specification of the data quality to be applied, includes the rules for reporting predetermined, environmental and health information, that is not covered by LCA for a product, construction process and construction service where necessary, defines the conditions under which construction products can be compared based on the information provided by EPD. For the EPD of construction services the same rules and requirements apply as for the EPD of construction products.
