1.1 Domaine d'application Remplacer cet article du DR par le texte qui suit: 1.1.1 Appareillage visé par cette norme Cette norme s'applique aux alimentations sans coupure. La fonction essentielle d'une alimentation sans coupure, dans le contexte de cette norme, est d'assurer la continuité d'une alimentation électrique alternative. L'alimentation sans coupure peut aussi servir à améliorer la qualité de l'alimentation électrique en maintenant celle-ci à l'intérieur d'une plage de caractéristiques préétablie. Cette norme vise les alimentations sans coupure mobiles, fixes et intégrées, destinées à des systèmes de distribution d'au plus 600 V c.a. L'appareillage en question est conçu pour être installé conformément au Code canadien de l'électricité, Première partie (CSA C22.1) ou au National Electrical Code (ANSI/NFPA 70), et, sauf indication particulière, à la norme ANSI/NFPA 75 (Standard for the Protection of Electronic Computer Data-Processing Equipment). Cette norme énonce les prescriptions visant à assurer la sécurité de l'utilisateur et, dans certains cas indiqués explicitement, du personnel de maintenance. This part of IEC 62055 applies to newly manufactured, static watt-hour payment meters of accuracy classes 1 and 2 for direct connection, for the measurement of alternating current electrical energy consumption of a frequency in the range 45 Hz to 65 Hz that include a load switch for the purpose of interruption or restoration of the electricity supply to the load in accordance with the current value of the available credit maintained in the payment meter. It does not apply to static watt-hour payment meters where the voltage across the connection terminals exceeds 600 V (line-to-line voltage for meters for polyphase systems). It applies to payment meters for indoor application only, where the payment meter shall be mounted as for normal service (i.e. together with a specified matching socket where applicable). Payment meters are implementations where all the main functional elements are incorporated in a single enclosure, together with any specified matching socket. There are also multi-part installations where the various main functional elements, such as the measuring element, the user interface unit, token carrier interface, and the load switch are implemented in more than one enclosure, involving additional interfaces. This part of IEC 62055 does not apply to multipart payment metering installations. Functional requirements that apply to payment meters are also defined in this part of IEC 62055, and include informative basic functional requirements and tests for the prepayment mode of operation in Annex A. Allowances are made for the relatively wide range of features, options, alternatives, and implementations that may be found in practice. The diverse nature and functionality of payment meters prevent the comprehensive specification of detailed test methods for all of these requirements. However, in this case, the requirements are stated in such a way that tests can then be formulated to respect and validate the specific functionality of the payment meter being tested. This part of IEC 62055 does not cover specific functionality or performance requirements for safety, circuit protection, isolation or similar purposes that may be specified through reference to other specifications or standards. This part of IEC 62055 does not cover software requirements. Software requirements for basic energy meter metrology are under consideration for the IEC 62059 series of standards, and in other organisations. This part of IEC 62055 covers type-testing requirements only. For acceptance testing, the concepts given in IEC 61358 may be used as a basic guideline. Dependability aspects are addressed in the IEC 62059 series of standards. This part of IEC 62055 does not cover conformity tests and system compliance tests that may be required in connection with legal or other requirements of some markets.

This code of practice specifies the procedures and standards to be adhered to by electricity licensees and their agents in operating and servicing new and existing metering installations which are to be used for billing purposes. The code of practice is applicable to metering installations in their entirety, including all measuring transformers, wiring, cabling, metering panel construction, active and reactive meters, data loggers, and associated test facilities. 2 This code of practice sets out best practices to be adopted by electricity licensees, wherever practicable. (See NOTES 1 and 2.) NOTE 1 Some requirements might be the subject of mandatory compliance through reference In codes regulated by the NER. In cases where compliance with mandatory requirements will not be practicable, the NER should be approached for exemption. NOTE 2 This code of practice should be interpreted as applicable to new and refurbished metering systems. Practices in place before the publication of this code of practice might be deemed to be acceptable for an agreed time frame. 3 This code of practice specifies requirements for the initial calibration and certification of metering equipment and compliance testing of metering installations. It describes procedures to ensure that metering installations continue to comply with standards and sets out steps to be taken to reconfirm compliance after any modifications to the metering installation or when certification of any equipment has expired. 4 This code of practice specifies procedures for the manipulation and storage of metering data. Metering installations are categorized, and for each category the qualifications required for meter workers are specified. 5 This code of practice specifies a standard format for the unique numbering of meters. 6 This code of practice does not attempt to cover all possible variations in metering installations. Where features additional or alternative to those specified in this code of practice are required, they will be appropriately tested or inspected (or both) to confirm the integrity of the overall metering installation. NOTE This code of practice does not specify procedures and standards for prepayment metering installations; these are under consideration.
