5.1 This practice can be used to continuously demonstrate the proficiency of analytical measurement systems that are used for establishing and ensuring the quality of petroleum and petroleum products. 5.2 Data accrued, using the techniques included in this practice, provide the ability to monitor analytical measurement system precision and bias. 5.3 These data are useful for updating test methods as well as for indicating areas of potential measurement system improvement. 1.1 This practice covers information for the design and operation of a program to monitor and control ongoing stability and precision and bias performance of selected analytical measurement systems using a collection of generally accepted statistical quality control (SQC) procedures and tools. Note 1: A complete list of criteria for selecting measurement systems to which this practice should be applied and for determining the frequency at which it should be applied is beyond the scope of this practice. However, some factors to be considered include (1) frequency of use of the analytical measurement system, (2) criticality of the parameter being measured, (3) system stability and precision performance based on historical data, (4) business economics, and (5) regulatory, contractual, or test method requirements. 1.2 This practice is applicable to stable analytical measurement systems that produce results on a continuous numerical scale. 1.3 This practice is applicable to laboratory test methods. 1.4 This practice is applicable to validated process stream analyzers. 1.5 This practice is applicable to monitoring the differences between two analytical measurement systems that purport to measure the same property provided that both systems have been assessed in accordance with the statistical methodology in Practice D6708 and the appropriate bias applied. 5.1 Wipe sampling is typically used by persons involved in hazardous waste site investigations to characterize the areal extent and the level of contamination on walls, floors, equipment, etc. Wipe sampling is also used to determine compliance with regulations. 5.2 There are many factors that contribute to variation in sampling results during wipe sampling, including the use of different pressures applied to the wipe, different kinds of wipes, different wiping patterns, the texture of the surface being wiped, and perhaps even the duration of wiping. The significance of this practice is that it standardizes wiping procedures to reduce sampling variability in the collection of samples from smooth, nonporous surfaces such as metal, glass, painted or sealed surfaces, tile, etc., in and around buildings and from pipes, tanks, decontaminated equipment, etc. 1.1 This practice addresses sampling of organic compounds (that is, PCBs, dioxins, many pesticides and similar compounds) from smooth nonporous surfaces using a solvent-wetted wipe sampling method. Samples are collected in a manner that permits the solvent extraction of the organic compound(s) of interest from the wipes and subsequent determination using a laboratory analysis technique such as gas chromatography with a suitable detector. This practice is, however, unsuitable for the collection of volatile organic compounds. 1.2 This practice should only be used to collect samples for the determination of organic compound(s) on a loading basis (for example, mass per unit area). It cannot be used to collect samples for the determination of organic compounds on a concentration basis (for example, mass per unit mass). 1.3 This wipe sampling practice is not recommended for collecting samples of organic compounds from rough or porous surfaces such as upholstery, carpeting, brick, rough concrete, ceiling tiles, and bare wood. It is also not intended for the collection of dust samples (see Guide E1278) or sampling to estimate human exposure to contaminated surfaces. 1.4 To ensure valid conclusions are reached, a sufficient number of samples must be obtained as directed by a sampling design (the number and location of samples including quality control samples) and a quality assurance/quality control plan. This practice does not address the sampling designs used to achieve the data quality objectives (see Practice D5792). 1.5 The values stated in SI units are to be regarded as standard. 3.1 IRMs are vitally important in product and specification testing, in research and development work, in technical service work, and in quality control operations in the rubber and carbon black industries. They are especially valuable for referee purposes. Many ASTM rubber standards for the evaluation of natural or synthetic rubber require the use of specific IRMs in their test recipes for better laboratory repeatability and reproducibility. 3.2 New material lots that have been selected as candidates for IRM approval shall conform to the appropriate specifications given in this standard and meet requirements given in Practice D4678 before the lots may be accepted as IRMs. 3.3 The chemical and physical IRM specifications shown will ensure some consistency in IRM properties from one lot to the next. However, the specifications cannot ensure exact inter-lot consistency. 1.1 This specification covers the chemical and physical quality specifications or requirements, or both, for Industry Reference Materials (IRMs) as cited in Practice D4678 and other standards. 1.2 IRMs, as evaluated and referenced in Practice D4678, are vitally important to conduct product, specification, and development testing in the rubber and carbon black industries. 1.3 Before a new lot of material can be accepted as an IRM, it must comply with the specifications prescribed in this specification. However, these specifications are only part of the requirements. Other requirements as given in Practice D4678 shall be met before a candidate material can be formally accepted as an IRM. 1.4 The values stated in SI units are to be regarded as standard.
