This part of IEC 61347 specifies particular safety requirements for starting devices (starters other than glow starters and ignitors) for fluorescent and other discharge lamps for use on a.c. supplies up to 1 000 V at 50 Hz or 60 Hz which produce starting pulses not greater than 100 kV and which are used in combination with lamps and ballasts covered in IEC 60081, IEC 60188, IEC 60192, IEC 60662, IEC 60901, IEC 61167, IEC 61195, IEC 61199, IEC 61347-2-8 and IEC 61347-2-9. It does not apply to glow starters or starting devices which are incorporated in discharge lamps or which are manually operated. Preheat transformers for fluorescent lamps are covered by IEC 61347-2-8. NOTE Glow starters are dealt with in IEC 60155. This standard refers only to starting devices for use with ballasts and lamps which are internationally the most in demand. Performance requirements are given in IEC 60927.

Particular requirements for electronic step-down convenors with means of protection against overheating are given in annex C. Particular requirements for stationary independent SELV convertors, which are part of the wiring in installations, are given in annex I. Performance requirements are covered by IEC 61047. Plug-in convertors, being part of the luminaire, are covered as for built-in convertors by the additional requirements of the luminaire standard.

This standard also covers lamp controlgear for lamps which are not yet standardized. Tests dealt with in this standard are type tests. Requirements for testing individual lamp controlgear during production are not included. Requirements for semi-luminaires are given in IEC 60598. In addition to the requirements given in this standard, annex B sets out general and safety requirements applicable to thermally protected lamp controlgear. Annex C sets out additional general and safety requirements as they apply to electronic lamp controlgear with means of protection against overheating. Additional requirements for built-in ballasts with double or reinforced insulation are given in Annex I.

This European Standard specifies the requirements for the verification of the design of steel, aluminium and concrete lighting columns by testing. It gives type tests and so does not cover testing for quality control purposes. It applies to post top lighting columns not exceeding 20 m height for post top lanterns and to lighting columns with brackets not exceeding 18 m height for side entry lanterns. The requirements for lighting columns made from materials other than concrete, steel or aluminium (for example wood, plastic and cast iron) are not specifically covered in this standard. This standard includes performance requirements for horizontal loads due to wind. Passive safety and the behaviour of a lighting column under the impact of a vehicle are not included, this group of lighting columns will have additional requirements (see prEN 40-2:1999).
