This International Standard specifies performance tests, designations, markings, dimensions and other requirements for secondary lithium single cells and batteries for portable applications. The objective of this standard is to provide the purchasers and users of secondary lithium cells and batteries with a set of criteria with which they can judge the performance of secondary lithium cells and batteries offered by various manufacturers. This standard defines a minimum required level of performance and a standardized methodology by which testing is performed and the results of this testing reported to the user. Hence, users will be able to establish the viability of commercially available cells and batteries via the declared specification and thus be able to select the cell or battery best suited for their intended application. This standard covers secondary lithium cells and batteries with a range of chemistries. Each electrochemical couple has a characteristic voltage range over which it releases its electrical apacity, a characteristic nominal voltage and a characteristic end-of-discharge voltage during discharge. Users of secondary lithium cells and batteries are requested to consult the manufacturer for advice.

The tests defined are relevant to all traction battery applications which include road vehicles, locomotives, industrial trucks and mechanical handling equipments. 1.1 These requirements cover primary (nonrechargeable) and secondary (rechargeable) lithium batteries for use as power sources in products. These batteries contain metallic lithium, or a lithium alloy, or a lithium ion, and may consist of a single electrochemical cell or two or more cells connected in series, parallel, or both, that convert chemical energy into electrical energy by an irreversible or reversible chemical reaction. 1.2 These requirements cover lithium batteries intended for use in technician-replaceable or user-replaceable applications. 1.3 These requirements are intended to reduce the risk of fire or explosion when lithium batteries are used in a product. The final acceptability of these batteries is dependent on their use in a complete product that complies with the requirements applicable to such product. 1.4 These requirements are also intended to reduce the risk of injury to persons due to fire or explosion when user-replaceable lithium batteries are removed from a product and discarded. 1.5 These requirements cover technician-replaceable lithium batteries that contain 5.0 g (0.18 ounce) or less of metallic lithium. A battery containing more than 5.0 g of lithium is judged on the basis of compliance with the requirements in this standard, insofar as they are applicable, and further examination and test to determine whether the battery is acceptable for its intended uses. 1.6 These requirements cover user-replaceable lithium batteries that contain 4.0 g (0.13 ounce) or less of metallic lithium with not more than 1.0 g (0.04 ounce) of metallic lithium in each electrochemical cell. A battery containing more than 4.0 g or a cell containing more than 1.0 g lithium may require further examination and test to determine whether the cells or batteries are acceptable for their intended uses. 1.7 These requirements do not cover the toxicity risk that may result from the ingestion of a lithium battery or its contents, nor the risk of injury to persons that may occur if a battery is cut open to provide access to the metallic lithium.

IEC 62310 consists of three parts and applies to free standing a.c. static transfer systems (STS) intended to ensure the continuity of power to load by automatically or manually controlled transfer, with or without interruption, from two or several a.c. independent sources. This part of IEC 62310 concerns general and safety requirements. See future IEC 62310-2 for electromagnetic compatibility (EMC) and futurelEC 62310-3 for the method of specifying performance and test requirements. This part of IEC 62310 is intended to reduce the risk of fire, electric shock, or injury to persons from installed equipment subject to installing, operating, and maintaining the equipment in the manner prescribed by the manufacturer. This part of IEC 62310 includes requirements for the switching elements, their control and protective elements, where applicable. This part of IEC 62310 also includes information for the overall integration of the STS and its accessories into the a.c. power distribution system. Components or devices necessary for the operation/control/protection/isolation (e.g. circuit-breakers, fuses, transformers, etc.) of a STS should comply with the requirements of the relevant IEC standards and are not covered by this part of IEC 62310. This standard applies to systems up to 1 000 V (a.c. value) which are intended to be used in single phase or phase-phase or three phase applications. This standard does not apply to: - devices for d.c. source switching; - static transfer system using only electromechanical switching devices intended to be used in emergency power systems with interruption of the supply to the load during transfer. This equipment is covered by IEC 60947-6-1; - the automatic switching devices integrated into UPS covered by IEC 62040 series. NOTE For STS intended to be used in vehicles, onboard ships or aircraft, in tropical countries, for emergency power systems (such as those used for health care facilities, fire fighting, emergency rescue, etc.), or on elevations greater than 1 000 m, different requirements may be necessary.
