本部分规定了信息技术服务管理体系的通用要求，这些要求包括信息技术服务管理体系的建立、实施、保持和改进。 本部分适用于： a)　从服务供方寻求服务并确保其服务要求得到满足的组织； b)　要求对所有服务供方，包括供应链中的各方，采用一致方法的组织； c)　意图证实其服务的策划、设计与开发、部署、运营和终止能力满足服务要求的服务供方； d)　监视、测量和评审其服务管理过程和服务质量的服务供方； e)　通过服务管理体系有效实施和运行来改进服务的策划、设计与开发、部署和转换的服务供方； f)　评估服务供方的服务管理体系是否满足本部分要求的第三方评估机构。
