This International Standard defines a protocol for the physical layer (PHY) and the data link layer in order to construct a reliable and high-speed data transmission network between devices on industrial sites such as factories and plants. This network specification provides a standardized protocol to provide a framework for various industrial devices to establish a simple, low-cost, energy-efficient, and high-speed network between them. In order to fulfil the service requirements of the factories and large plants, this network specification is designed to enable devices to establish a network by themselves without the help of any infrastructure and to reliably exchange various kinds of data, including real-time audio and video data, between them. In addition to high transmission rates, Quality of Service (QoS) for multimedia data - such as video - is also provided. The devices mentioned in this International Standard refer to equipment that can be used on industrial sites such as factories and automated assembly lines. Devices include PLC (Programmable Logic Controller), and CNC (Computerized Numerical Controller) and manufacturing robots. However, beyond such conventional devices, devices mentioned in this document include personal IT devices that workers may carry and use while working, including cellular phones, personal industrial digital assistants (PDA), and laptop PCs.

This International Standard provides a generic request/reply-oriented data access mechanism for applications from independent suppliers to access CIM data in combination with IEC 61970-402: Common Services. An application is expected to use the Generic Data Access (GDA) service as part of an initialisation process or an occasional information synchronization step. GDA is generic in that it can be used by an application to access any CIM data. GDA is also generic in that it also provides a back end storage mechanism independent query capability that can be used to facilitate the creation of CIM data warehouses. This specification provides a simple, concise service that meets the functionality requirements of current and future applications while: tl ~ avoiding unnecessary complexity; ~ not requiring any specific database technology for implementation. This service is designed to support interaction where the application or system requesting information is developed, supplied, maintained, or operated by a separate agency from the application supplying the data. Furthermore, the update portion of this service assumes that it is undesirable for one system to directly write into another1). To support these objectives, the GDA capabilities are divided into three categories: a) read access; b) update access; c) change notification events. It should be noted that the update portion of this service does not support unconditional access to critical real-time data. Rather, the update portion allows a requesting application to ask for data to be changed in a service provider, but the service provider is under no obligation to carry out that change at any particular time. Furthermore, a positive response from the update service does not ~ indicate that the update has occurred, but only that the service provider has successfully received I the request and that the request is syntactically and semantically correct. GDA could be classified as an Enterprise Information Integration (Ell) technology adapter specialized to the power industry via the assumed use of the CIM. There are a number of Ell products currently available on the market, but there is no accepted cross-platform standard for writing connectors for these products and overall these products do not take full advantage of a common semantic model such as the CIM. In recommending GDA, WG 13 is recommending a standard Ell connector model in the form of a simpler, less expensive, and more specialized interface.

This International Standard provides the base functionality considered necessary and common that is provided by neither the normative standards incorporated by reference nor the new APIs specified in the IEC 61970-403 to IEC 61970-449 1) generic interface standards. An application is expected to use the Common Services in conjunction with the generic interfaces. These application category independent interfaces include: ~ IEC 61970-403: Generic Data Access (GDA) ~ IEC 61970-404: High Speed Data Access (HSDA) ~ IEC 61970-405: Generic Eventing and Subscription (GES) ~ IEC 61970-407: Time Series Data Access (TSDA) To support these objectives, the Common Services are divided into three categories: a) Resource Identifiers - A common way of identifying classes, class attributes, and object instances. b) Resource Description - A common way of encoding values associated with classes, class attributes, and object instances. c) Views - A common way of presenting classes, class attributes, and object instances via hierarchies. IEC 61970-402 contains API services that are considered to be foundational. As such, all the other parts in the IEC 61970-4xx series assume their existence. As a result, the services described in IEC 61970-402 are required for any component that complies with the IEC 61970-4xx series of standards. Though the target of this IEC standard includes the control center technical domain, common services encompass a general set of concepts that can be applied to many types of systems. Examples of these systems include: ~ Distribution management systems ~ Work or asset management systems ~ Geographic information systems ~ Outage management systems ~ Other types of operational business systems. In recognition that the integration between applications in two or more of these systems is often necessary, the intent of this specification is to address general common service requirements to the extent that they are common to different types of systems while effectively addressing the control center needs.
