This Recommendation is intended to be used only in the case of a radio interference complaint. All involved parties (including but not limited to network operators, service providers or customers) are recommended to work together for solving the case. The test methods presented apply to • disturbing emissions from wire-line telecommunication networks as defined in clause 3 • only those frequencies that are launched onto the telecommunication wire-pair as part of the intentional transmission spectrum of the broadband system1 . It covers, but is not restricted to, target levels regarding radiated disturbing emissions for such telecommunication networks as: – All telecommunication networks using telecommunication cables and their in-house cabling extensions; – All telecommunication networks using the Low Voltage (LV) AC mains network; – Community antenna TV (CATV) distribution networks. This Recommendation covers the frequency range 9 kHz to 400 GHz. To date, it specifies target levels for radiated disturbance in the frequency range 9 kHz to 6 GHz. Application of defined test methods is restricted to that section of the telecommunication network in the vicinity of the radio interference.: it is not necessary to apply the test method to all sections of the telecommunication network. The emission target levels have been selected so as to ensure that disturbances emanating from telecommunication networks do not, in most cases, exceed a level which could prevent radio communications receivers operated in the near vicinity from functioning as intended.

The Recommendation deals with measurements used for radio-frequency electromagnetic field strength evaluation to verify that human exposure limits are not exceeded by electromagnetic fields produced by telecommunication installations in the frequency range 9 kHz to 300 GHz. Also, this Recommendation gives guidance on computational methods that can be used to achieve a compliance assessment. Contact current exposure due to conductive objects irradiated by electromagnetic field is not covered in this Recommendation. The exposure due to the use of mobile handsets or other radiating devices used in close proximity to the human body is not covered. Also, the exposure due to the use of cordless telephone systems and stationary sets intended for the use in wireless telecommunication networks (e.g., DECT, WLAN, Bluetooth, etc.) is not covered.

This Report describes advice for the broadcasting of television programmes which include prerecorded television advertisements (commercials) with particular reference to audio levels and loudness. This descriptive material is provided as guidance.
