This specification describes the IPCablecom Call Management Server (CMS) to CMS Signaling protocol intended for use by a CMS to communicate with another CMS in order to support packet-based voice and other real-time multimedia applications. The protocol exchanges between a CMS and a Media Gateway Controller (MGC) are identical to those between CMSs, and so for purposes of this specification the MGC is considered identical to a CMS.

The present document provides the ETSI TISPAN endorsement of 3GPP TS 24.229 [1]: "3rd Generation Partnership Project; Technical Specification Group Core Network and Terminals; IP multimedia call control protocol based on Session Initiation Protocol (SIP) and Session Description Protocol (SDP); Stage 3 (Release 7)" in line with the requirements of TISPAN NGN. The present document together with the endorsed document provides the necessary SIP/SDP specifications for supporting TISPAN Release 2 requirements, with the exception of some of the features required for Business Trunking services (e.g. procedures for handling Wildcarded Public User Identities) and IPTV services (e.g. SDP extensions). The present document makes recommendations on the standards to be used for the acquisition and conveyance of location information associated with emergency calls. These are largely derived from the analysis of the outputs of various ETSI work groups and other worldwide standards bodies documented in TS 102 650. The recommendations are produced for TISPAN WG3 so that interworking and integration between various networks can be accomplished for the support of Emergency Communications on a NGN. The document makes recommendations for the development of standards based on existing solutions but with substantial additions to reflect the needs of a user-base having a wider geographical profile than that of the base standard.

In view of the complexity and widespread use of Recommendations, it is imperative that adequate and appropriate description techniques and languages be used to ensure the required quality levels of Recommendations. The purpose of Recommendation ITU-T Z.110 is to guide the use of formal description techniques (FDTs) to ensure the quality of ITU-T Recommendations. Where special requirements for verification and validation exist, FDTs should be used. The effective use of FDTs requires phased procedures to introduce their use. This Recommendation states the procedures to accomplish this task. Effective use of FDTs implies the use of state-of-the art tools.
