This part of IEC 60728 defines the characteristics of equipment used in the headends of terrestrial broadcast and satellite receiving systems (without satellite outdoor units and without those broadband amplifiers in the headend as described in IEC 60728-3). The satellite outdoor units for FSS are described in ETSI ETS 300 158, for BSS in ETSI ETS 300 249. Test methods for both types (FSS and BSS) of satellite outdoor units are laid down in ETSI ETS 300 457. This standard • covers the frequency range 5 MHz to 3 000 MHz, • identifies performance requirements for certain parameters, • lays down data publication requirements for certain parameters, • stipulates methods of measurements; • introduces minimum requirements defining quality grades (Q-grades). This standard defines the overall characteristics for upstream/downstream signals between external sources/sinks (for example, antennas, cable modem termination systems, etc.) and the system interface to the cable network. In the case of modular headend systems, also single equipment as modulators, converters, etc. are described. Cable modem termination systems, encrypters, decrypters, etc. are not described in this standard. If such equipment is used in headends, the relevant parameters for RF, video, audio and data interfaces should be met. According to the definitions in 3.1, the headends are divided into the following three quality grades: • Grade 1: central headend; • Grade 2: hub headend or hubsite; • Grade 3: MATV headend/individual reception headend.

This part of IEC 60728 applies to system outlets, splitters and taps, passive single or multiple port equipment comprising filters, attenuators, equalizers, galvanic isolators, power injectors, cable splices, terminating resistors and transfer points, but excluding coaxial cables and receiver leads (see 5.2). This standard • covers the frequency range 5 MHz to 3 000 MHz; • identifies performance requirements for certain parameters; • lays down data publication requirements for certain parameters; • stipulates methods of measurements; • introduces minimum requirements defining quality grades. There are three grades for all passive equipment except system outlets where there is only one. Different networks require the same performance and, when integrating networks, upgrading will be avoided. Practical experience has shown that these three grades meet most of the technical requirements necessary for supplying a minimum signal quality to the subscribers. This classification should not be considered as a requirement but as information for users and manufacturers on the minimum quality criteria of the material required to install networks of different sizes. The system operator should select appropriate material to meet the minimum signal quality at the subscriber's outlet and to optimize cost/performance, taking into account the size of the network and local circumstances. All requirements and published data should be understood as guaranteed values within the specified frequency range and in well-matched conditions.

Standards of EN 50083 and EN 60728 series deal with cable networks for television signals, sound signals and interactive services including equipment, systems and installations ? for headend-reception, processing and distribution of television and sound signals and their associated data signals and ? for processing, interfacing and transmitting all kinds of signals for interactive services using all applicable transmission media. All kinds of networks like ? CATV-networks ? MATV-networks and SMATV-networks ? individual receiving networks and all kinds of equipment, systems and installations installed in such networks, are within this scope. The extent of this standardisation work is from the antennas, special signal source inputs to the headend or other interface points to the network up to the terminal input. The standardisation of any user terminals (i.e. tuners, receivers, decoders, multimedia terminals etc.) as well as of any coaxial and optical cables and accessories thereof is excluded. This standard applies to the radiation characteristics and immunity to electromagnetic disturbance of EM-active equipment (active and passive equipment) for the reception, processing and distribution of television, sound and interactive multimedia signals as dealt with in the following parts of EN 50083 or EN 60728 series: - EN 60728-3 "Active wideband equipment for coaxial cable networks" - EN 50083-4 "Passive wideband equipment for coaxial cable networks" - EN 50083-5 "Headend equipment" - EN 60728-6 "Optical equipment" covers the following frequency ranges: Disturbance voltage injected into the mains 9 kHz to 30 MHz Radiation from active equipment 5 MHz to 25 GHz Immunity of active equipment 150 kHz to 25 GHz Screening effectiveness of passive equipment 5 MHz to 3 GHz (25 GHz)1) specifies requirements for maximum allowed radiation, minimum immunity and minimum screening effectiveness; describes test methods for conformance testing. Due to the fact that cable networks, the former cabled distribution systems for television and sound signals, are more and more used for interactive services, these networks may incorporate also equipment which carry besides the cable network equipment ports also one or more telecom signal port(s). This equipment shall be named as "multimedia network equipment".

This part of IEC 62261 defines an octet-level data encoding protocol for representing data items and data groups. This protocol defines a data structure which is independent of the application or transportation method used. The standard defines a key-length-value (KLV) triplet as a data interchange protocol for data items where the key identifies the data, the length specifies the length of the data, and the value is the data itself. The KLV protocol provides a common interchange for all compliant applications irrespective of the method of implementation or transport. The standard also provides methods for combining associated KLV triplets in data sets where the set of KLV triplets is itself coded with KLV data coding protocol. Such sets can be coded in either full form (universal sets) or in one of four increasingly bit-efficient forms (global sets, local sets, variable-length packs, and fixed-length packs). The standard provides a definition of each of these data constructs. The encoding octet range (length of the payload) specified in this standard may generate unusually large volumes of data. Consequently, a specific application of KLV encoding is capable of only a limited operating data range and those details shall be defined in a relevant application document. Of necessity, keys and other reference data have to be globally unique if clashes are to be avoided. The IEC will therefore, from time to time, designate other bodies to act as its registration authority and agent in this respect; it is important to note that, as a result of this, registrations will always contain the designator of the registration authority acting at the time of registration and not that of the IEC (unless the IEC was acting directly as its own registration authority). A mixture of registration authority designators is therefore to be expected.

The metadata dictionary structure defined in this part of IEC 62261 covers the use of metadata for all types of essence (video, audio, and data in their various forms). Applications of individual dictionary entries will vary but, when used, metadata shall conform to the definitions and formats in this metadata dictionary structure standard and the associated metadata dictionary recommended practice (IEC 62261-3). IEC 62261-3 defines a registered set of metadata element descriptions for association with essence or other metadata and this standard and the contents practice shall be used together as a pair – neither shall be used in isolation. The IEC may, from time to time, appoint other bodies to act as its Registration Authority and Agent for the compilation and safe keeping of IEC 62261-3 as described in IEC 62261-2.
