This self-study book is for you, the shipper of dangerous goods, the cargo agent and the operator’s acceptance staff. It is meant to familiarize you with the various sections of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air and to enable you to apply the portions related to your work; it does not replace the ICAO Technical Instructions in any way. Do not attempt to memorize any part of this book or the Instructions. After careful study of this book you should be able to demonstrate by using the ICAO Technical Instructions for the Sufe Transport of Dangerous Goods by Air that you know your responsibilities and understand the consequences of not complying with the Instructions. You should be able to: I. 2. 3. 4. 5. 6. 7. 8. 9. apply the ICAO Technical Instructions correctly and understand the legal aspects involved; understand that certain articles and substances are forbidden for air transport and identify dangerous goods which are permitted as cargo only or excepted from the Instructions in all or in part; differentiate between shipper’s and operator’s responsibilities and identify your responsibility; recognize and classify articles and substances which have dangerous characteristics; identify the requirements of the Dangerous Goods List (Table 2-14) including State and operator variations; select proper packaging for dangerous goods and understand the requirements of the packing instructions for outer packagings; properly mark and label packages and check their accuracy; correctly complete the necessary transport document, check the accuracy of the information appearing on the dangerous goods transport document and complete the air waybill; offer properly prepared dangerous goods consignments for air transport and understand and apply the operator’s acceptance procedures. This self-study book is based on the practical application of the ICAO Technical Instructions. It includes: 1. extracts from the text of the Instructions where necessary; 2. guidance notes to help you interpret the Instructions; 3. examples in the application of the Instructions; 4. practical exercises to test your understanding of the Instructions.
