The ITU Radiocommunication Assembly considering that a significant number of recordings are exchanged by broadcasting organizations for purposes of evaluation of high-definition television (HDTV) programmes; that HDTV programme evaluation may include audio signals which include surround sound; that there are cases when HDTV programme evaluation does not require a full appreciation of picture quality, while in other cases such an appreciation is required; that evaluation of analogue programmes employs comparatively inexpensive and robust formats which are also easily operated; that, in the absence of a firm purchase commitment on the part of the recording recipient, holders of intellectual property rights to such HDTV programmes may be reluctant to provide the recipient with a high-quality copy of their programmes; that the recording formats chosen for the purpose of programme evaluation should provide.
