The ITU Radiocommunication Assembly considering: a)that there is an established broadcasting frequency plan for the LF band in Region 1 and for the MF band in Regions 1 and 3 (Geneva, 1975) and that this plan is based, inter alia, on a channel width of 9 kHz; b) that there is an established frequency plan for the MF band in Region 2 (Rio de Janeiro, 1981) and that this plan is based, inter alia, on a channel width of 10 kHz; c) that there is worldwide usage of the HF broadcasting bands with a nominal channel width of 10 kHz and an interleaved channel spacing of 5 kHz; d) that any attempt to revise the frequency plans referred to above would be extremely time-consuming and expensive.
