This document specifies a set of technical specifications and organizational policies to be implemented for the capture, storage and access of electronic documents. This ensures legibility, integrity and traceability of the documents for the duration of their preservation. This document is applicable to electronic documents resulting from: — the scanning of original paper or microform documents; — the conversion of analogue audio or video content; — the “native” creation by an information system application; — other sources that create digital content such as two- or three- dimensional maps, drawings or designs, digital audio/video and digital medical images. This document is not applicable to information systems in which users have the ability to substitute or alter documents after capture. This document is intended for the following users. a) Organizations implementing information systems in which: 1) electronic documents created from scan captures are kept in an environment that ensures fidelity with regard to the original and long-term preservation; 2) digitally born documents are kept in an environment that ensures the content integrity of the information and document legibility; 3) traceability is ensured for all operations relating to the electronic documents. b) Organizations providing information technology services and software publishers seeking to develop information systems that ensure the fidelity and integrity of electronic documents. c) Organizations providing third-party document archiving services.

This Technical Report provides practical methodological guidance for the long-term preservation and retrieval of authentic electronic document-based information, when the retention period exceeds the expected life of the technology (hardware and software) used to create and maintain the information. It takes into account the role of technology neutral information technology standards in supporting long-term access. This guidance also acknowledges that ensuring the long-term preservation and retrieval of authentic electronic document-based information should involve IT specialists, document managers, records managers and archivists. It does not cover processes for the creation, capture and classification of authentic electronic document-based information. This Technical Report applies to all forms of information generated by information systems and saved as evidence of business transactions and activities. NOTE Electronic document-based information constitutes the “business memory” of daily business actions or events and enables entities to later review, analyse or document these actions and events. As such, this electronic document-based information is evidence of business transactions that enable entities to support current and future management decisions, satisfy customers, achieve regulatory compliance and protect against adverse litigation. To achieve this goal, this electronic document-based information should be retained and appropriately preserved.

This document specifies techniques for archiving electronic data to ensure their long-term integrity, accessibility, usability, readability and reliability, in order to protect the evidential value of the data. In this document, long term is considered to be a period of time lasting more than a century (see Black-and-white microforms processed with liquid chemicals are used in this document because the result is always an irreversible record and because of the proven quality of microforms as a long-term preservation media. This document also specifies procedures for the parallel recording, by a single production unit, of COM and COLD outputfrom the same data. It applies to many different types of electronic data, such as text and two-dimensional graphic data which can be represented as a black-and-white image. Itis notapplicable to the following: — animated images or sounds; — three-dimensional images; — images in shades of grey or in colour; — X-ray images . Neither is this document applicable to microforms created from dry thermal processes, since they offer insufficient guarantees in terms of irreversibility and longevity.

1.1 This guide outlines various methods which may be followed in the photography of metals and materials with the reflected-light microscope. Methods are included for preparation of prints and transparencies in black-and-white and in color, using both direct rapid and wet processes. 1.2 Guidelines are suggested to yield photomicrographs of typical subjects and, to the extent possible, of atypical subjects as well. Information is included concerning techniques for the enhanced display of specific material features. Descriptive material is provided where necessary to clarify procedures. References are cited where detailed descriptions may be helpful. 1.3 This standard does not purport to address all of the safety concerns, if any, associated with its use. 1.1 This standard provides guidance for developing policies, procedures, processes and documentation that support the continuing reliability, accuracy and authenticity of electronic records to: a) ensure that electronic records can reliably support business decisions and exchanges of commitments; b) support the admissibility and the weight of electronic records in legal proceedings; and c) protect the capability of electronic records to effectively document an organization’s decisions, actions, and transactions and to hold accountable those who are responsible for them. 1.2 This standard applies to organizations that make, receive, capture, maintain, manage, use, transmit, dispose or store recorded information electronically, and to private and public sector activities, irrespective of whether such activities are undertaken on a for-profit or not-for-profit basis. 1.3 This standard is intended to ensure that electronic records in records systems are trustworthy. Typical users include a) managers of private and public sector organizations; b) IT systems and records management professionals; c) legal professionals and those responsible for security services and risk management; and d) other individuals responsible for creating (i.e. making or receiving, or storing) and maintaining an organization’s records. 1.4 This standard outlines methods for the management and preservation of electronic recorded information that are regarded as best practices independently of legal considerations. Therefore, organizations conforming to this standard benefit even when evidentiary issues are not in question. 1.5 In addition, this standard provides guidelines for a) a procedural framework supporting quality practices in records management; and b) identifying and implementing appropriate measures to protect the evidentiary value of electronic records, including their incorporation within records and IT systems design and management processes.

It is applicable to microfiche of uniform format with image arrangements of 49, 98, 270 and 420 frames and a single frame microfiche. Depending on requirements, the microfiche may be negative-appearing or positive-appearing.
