This document applies to regulatory/approving authorities involved with decisions regarding the use of HIL directed into the navigable airspace. For the purpose of this document, lights greater than 0.25 million candlepower meet the minimum threshold of an HIL. Lights not directed or reflected into the navigable airspace are not usually considered to interfere with aircraft operations. Laser systems are beyond the scope of this document. The purpose of this document is to provide guidance to regulatory/approving authorities on issues specific to the use of HIL directed or reflected into the navigable airspace.

The increasing use of Identification Friend or Foe (IFF)/Secondary Surveillance Radar (SSR) systems for both civil and military applications has meant that there is a serious risk of mutual interference from the uncoordinated installation and operation of interrogators. If such installations are not carefully controlled, their operation could have potentially adverse implications for system integrity and hence flight safety. To minimise the risk and to secure optimum efficiency for secondary surveillance in its air defence, air traffic radar service and airspace management roles, it is necessary to exercise control over all interrogator installations regardless of whether they are static or mobile and operated on land, sea or in the air for whatever function.

1.1 The Safety Regulation Group (SRG) of the United Kingdom (UK) CAA regulates training of cabin crew who operate on UK registered aircraft. 1.2 Common, comprehensive and detailed requirements, known as EU-OPS, have been agreed by Member States of the European Community covering many requirements relating to the safety of commercial air transport aeroplanes. These requirements are published in the form of a European Regulation1 which has the force of law throughout the European Community including the UK. 1.3 One of these requirements, at 1.995 of EU-OPS, is for each cabin crew member to undergo initial training and to hold an attestation of that training. 1.4 EU-OPS states at 1.1005 that training courses leading to the deliverance of an attestation, and the organisations that conduct them, must be approved by the competent Authority of the Member State. (Airline operators will not require a separate approval since this approval forms part of the Air Operator’s Certificate.) For the UK the competent authority is the CAA. 1.5 This document contains guidance and information for the benefit of organisations seeking approval from the CAA. It is intended to serve two purposes: ? To help organisations ensure that an application made for an approval will satisfy the CAA that the relevant requirements and standards have been met and thereafter will continue to be met. ? To explain administrative arrangements in the UK. 1.6 The CAA expects organisations seeking approval to be in possession of the latest version of the relevant EU-OPS document(s) and all associated guidance material and the organisations’ representatives to be familiar with the content. 1.7 A Training Organisation (TO) is considered normally to be a single organisation, staffed, equipped and operated in a suitable environment, offering the practical training and theoretical instruction required for the course provided. 1.8 A TO may make training arrangements with other TOs or providers, but must ensure that these other organisations comply with the appropriate requirements. Where training is provided at multiple locations, all sites will be subject to inspection. The TO must be self-sufficient and able to test its trainees at the completion of each module of training. In all cases, the TO’s Head of Training is responsible for its training standards and compliance with appropriate requirements, including testing, even though a sub-contracted organisation may also be approved.

Mandatory Permit Directives (MPDs) are published by the Civil Aviation Authority in accordance with British Civil Airworthiness Requirements (BCAR) Chapter A5-8. They summarise the mandatory actions that are required to be complied with by UK owners and Operators of Permit to Fly aircraft. Owners and Operators must ensure that aircraft operating on Permits to Fly comply with Modifications, Inspections and Service Bulletins that have been classified Mandatory by the CAA. These MPDs have been compiled from publications such as CAP 476 – Mandatory Aircraft Modifications and Inspections Summary, Type Acceptance Data Sheets, Type Approval Data Sheets, Airworthiness Approval Notes, Manufacturers Service Bulletins and Letters to Owners/Operators. The design standard of a microlight is defined in either a Type Acceptance Data Sheet for microlights meeting the intent of BCAR Section S or Type Approval Data Sheet for a microlight constructed by a CAA Approved Organisation. The MPDs for type accepted microlights make reference to the Type Acceptance Data Sheet whereas for type approved microlights the specific subject matter is listed. This paper contains RF radiated emission and susceptibility data from passive Radio Frequency Identification (RFID) tags and readers operating at 13.56 MHz, 915 MHz, and 2.45 GHz. Laboratory test procedures incorporated the methods ofRTCA DO-160D (test procedures for aviation electrical/electronic equipment) and DO-233 (test procedures for consumer portable electronic devices (PEDs)). Only one commercially available system was evaluated per established operating frequencies.1.1 PurposeThe purpose of this paper is to record the RF radiated emissions and susceptibility from selected passive RFID systems operating at 13.56 MHz, 915 MHz, and 2.45 GHz. The emissions data (intentional and spurious) includes operation with both “good” and damaged tags. In addition, RF radiated susceptibility tests were performed to determine functionality and inadvertent operation.These tests are limited in scope to the RF radiated emissions of PEDs tested in a controlled laboratory environment per the requirements of RTCA DO-160D, RTCA DO-233, and an airplane manufacturer's limit.This paper:• identifies test units,• describes how the tests were conducted,• identifies support equipment and instrumentation,• includes test data, and• provides results.
