This SAE Aerospace Recommended Practice (ARP) specifies guidelines for calculating and performing shoring (load spreading) required on board civil transport aircraft whenever a piece of cargo to be carried exceeds the aircraft's maximum allowable limits in area load, running load, or both. It provides both the engineering methods needed to properly design a shoring arrangement, and the main practical dos and donts known from experience to ensure its effectiveness in protecting the aircraft's structure against overload. This document aims at providing recognized industry standard methods to achieve the best attainable level of aircraft structural protection when designing and performing a shoring arrangement, taking into account the general requirements expressed in the aircraft manufacturers Weight and Balance Manuals, the requirements to be met as a result of the air cargo pallets airworthiness certification requisites, as well as the various potential areas of concern identified based on experience. This document, therefore, provides recommended practical means of compliance with flight safety objectives, intended to be available as a common base for carriers as well as their airport handling agents when establishing their own in-house procedures, publications and staff training programs. This document, however, is primarily intended for use by qualified structural engineers to be responsible for calculating and implementing cargo shoring arrangements where the size and weight of the piece of cargo require. It is not intended as a guide for more common simpler shoring requirements, identified thereafter: ARP5486, Air Cargo Pallets - Utilization Guidelines, Section 5 addresses such relatively simple cases. This document shall not, under any circumstance, supersede the requirements of applicable airworthiness regulations (see FAR Part 25) or the aircraft manufacturer's Weight and Balance Manual. In addition, any aircraft manufacturers specific cargo shoring instructions shall be strictly complied with. Since in several instances they contain proprietary data, such data should be used only by authorized companies and persons with proper understanding thereof.

This SAE Aerospace Information Report (AIR) provides a record of the development by SAE AGE-2A Air Cargo Sub-Committee of Aerospace Standard AS36100, Air Cargo Unit Load Devices - Performance Requirements and Test Parameters, published 2005-02, intended as a technical reference for airworthiness approval of air cargo unit load devices (pallets, nets and containers) to be loaded with either baggage or freight on board civil transport aircraft, and to partly supersede previously used NAS 3610, Cargo unit load devices - Specification for - (Revision 10, 1990, referenced in TSO C90c). AS36100 was developed over a 5 year period (1999-2004) by a Panel of SAE AGE-2A designated as "NAS 3610 Oversight Panel" (OSP), based on a worldwide industry consensus that NAS 3610, used since 1969 as technical reference for TSO C90c, had become largely obsolescent, not properly understood by many of its users, and still contained errors while document sponsor AIA stated they were not going to update or revise this document. This consensus was initially reached at the International Standardization Organization (ISO) TC20/SC9, Air Cargo Sub-Committee meeting Nr 29 (1998, Memphis, TN), which hence agreed to prepare a corrigendum (published 2000) to ISO 8097 (based on NAS 3610), and to entrust SAE AGE-2A, on behalf of the industry, with identification of the needs for a replacement document. AGE-2A in 1999 created the OSP, which undertook a systematic review of the air cargo industry's actual requirements and the step by step development and discussion of AS36100. The scope of the OSP work, thus the present AIR, also included other documents - some of which existed, some of which were subsequently developed - associated with AS36100 or supplementing it, covering such other areas as continued airworthiness requirements, design and testing methods, unit load devices design specifications and accessories, and rules for their proper operation/utilization and operating staff training.

This Aerospace Recommended Practice aims at providing general utilization guidelines and calculation methods adequate to guarantee the effectiveness and ultimate load strength of tie-down/lashing arrangements performed to restrain cargo on board civil transport aircraft during flight: a. cargo loaded and tied down onto airworthiness approved air cargo pallets, themselves restrained into aircraft lower deck, main deck or upper deck cargo systems meeting the requirements of air cargo pallets approved in accordance with NAS 3610 or AS36100A, or b. additional tie-down on aircraft structure when necessitated by pallet maximum gross mass or CG, or c. individual pieces of cargo, or pieces of cargo placed onto an unrestrained ("floating") pallet into either lower deck or main deck or upper deck containerized cargo compartments of an aircraft, or d. individual pieces of load loaded in non-containerized (bulk loaded) baggage or cargo compartments. This ARP aims at providing industry recognized means of complying with Airworthiness Authorities general regulations applicable to load securing on board civil transport aircraft (see 14 CFR Parts 25 and 121, in 2.1, Applicable Documents), and aircraft manufacturers Authority approved Weight and Balance Manuals for each aircraft type as specified therein. It is not the intent of this ARP to specify when restraint straps should be used, but how they should be used. It shall not, under any circumstance, supersede the requirements of any of these documents, which shall take precedence at all times. This ARP therefore provides recommended practical means of compliance with flight safety objectives, intended to be available as a common base for carriers as well as their airport handling agents when establishing their own in-house publications and staff training programs. This ARP document is not intended to apply to cargo restraint on board military transport aircraft, and does not take into account any specific criteria for military aircraft. Nothing, however, precludes it being used for guidelines in this case, it pertaining to the military operator to identify and implement any additional applicable criteria.

The requirements of this SAE Aerospace Recommended Practice (ARP) are applicable to ground handling and transport systems equipment which is designated to accommodate main deck unitized cargo in the form of intermodal containers and other compatible unitized load devices. Intermodality in the context of this document concerns primarily air and land modes but does not exclude the marine mode. The requirements for cabin pressure for all types of aircraft have been established for the Armed Services in military specifications, by the Federal Aviation Authority and by the SAE in recommendations. These requirements limit the cabin altitude to 8000 ft in transport and long range military aircraft. In the fighter aircraft, when the pilot uses oxygen and the mission duration is relatively brief, cabin altitudes up to 25,000 ft are allowed. Supersonic transports, which operate at high speed and high altitude, have short flight durations and high rates of descent. To avoid an uncomfortable rate of change of cabin pressure when descending from high altitudes, a maximum cabin altitude of 6000 ft is recommended. The pressurization system design considerations presented in this AIR deal with human physiological requirements, characteristics of pressurization air sources, methods of controlling cabin pressure, cabin leakage control, leakage calculation methods, and methods of emergency cabin pressure release.

The purpose of this SAE Aerospace Standard (AS) is to standardize the basic design, performance and testing requirements for "Cargo Stoppers" cargo tie-down accessories to be used in conjunction with approved tie-down straps meeting AS5385C (TSO C-172) requirements. The lack of an agreed industry standard resulted in uncertainties about their operational capabilities, so that it was deemed advisable to specify the applicable design, minimum performance and testing requirements, since Cargo Stoppers are used as part of cargo tie-down arrangements that must meet regulatory airworthiness requirements.
